Max IC is not how much IC you have, but how much you can have. It is a combination of factories, resources, workforces, and available space. To Kind of give you a feel of the system, here is what can keep you from having your Max IC

Lack of Resources; Tommy has a bag of sand. He creates 10 Sand Castles. However, it takes the entire bag, and cannot make more castles without destroying another one. He can cure the problem if he trades with other neighboring sand boxes (Trade Agreements

Lack of workers; The food store needs ten workers to run to its best efficiency. However, there are only 5 employees, so each one has two jobs, thus reducing the overall efficiency. This can be cured if you take over an area with a higher population

Lack of Space: Jimmy is in a tiny sand box. He creates a sand castle. He has enough sand for more, but not enough room. Cured by taking over more land

Too much space: Dan has a huge sand box that has room for 50 sand castles. However, he is fine with just 6. Cured by Industrialization

Having your Max IC can be good and bad. Good is when in a huge war, when you need anything you can get your hands on, bad in times of peace (Using all your resources).

This puts me in an extremely severe disadvantage to countries like Britain, America and Russia.

However, this will probably make the NES more realistic.

Actually Britain has yet to send them in, I hit a snag in life and am forced to postpone the orders til tomorrow.

I see Russia is doing likewise. :p

I would say that this is good. However, I feel that it should be refined:

Lack of Resources: This is good.
Lack of Workers: Nice, but it can also be solved by natural population growth and immigration. Violence isn't the only way to increase population.
Lack of Space: Could there be a system where you then work to optimize your production, and develop your economy into a more secondary and tertiary form?
Excess of Space: Not really a problem, actually. I think that this is unnecessary.

Just glad I am not driving on the ice road near Yellowknife. :p

I would say that this is good. However, I feel that it should be refined:

OOC: The last one Excess Space would be like Russia for an example. That while certain areas are heavily industrialized the huge amounts of excess land that isn't means that certain parts of it are poorer then others and its harder to industrialize the nation.
 
But there is no reason why Russia cannot become America. All it has to do is modernize, establish industries in rural regions and people will come. :p

At least that is what I think. I could be wrong, maybe Russia is just special.
 
But that is easier said than done. :P

But of all the NESers that are currently playing here, I have confidence that Lightfang is one of the few that can actually accomplish it.

OOC: Germanicus exactly how many factories do you think there are in rural areas in America? Last time I looked people weren't flocking to the factories in Kansas.
