Do you think that you could implement a 'tech osmosis' thing? With it, techs researched by more advanced nations would gradually come to be used in those who are less advanced. It would allow tech advancement to mirror reality more closely, and make the costs of research with a small economy manageable, especially with the end of tech groups.
