Well, I'm really late here, but "too unknown" is Susana Martinez.

Does it make me a politics nerd that I guessed it was her- without having any idea what she looks like- just because she's known for being unknown?

His website doesn't say, but people in the comments section of it have guessed that they're Rand Paul, Chris Christie, Paul Ryan, Condoleeza Rice, Bobby Jindal, Marco Rubio, and... they're not sure about the "too unknown."

The "Too Unknown" is Meg Whitman. Not exactly someone I'd put in the cartoon, but it's her all the same.
