This is going to be a long one - lots of conflict and other good stuff to cover. Currently it's taking up well over one PM in my inbox. I also intend to add another section to the Tech Files, which may take some time. So, in summary: I apologize for the delay this time, but I assure you that it'll be worth the wait.

chandrasekhar, I am interested in joining, but not as a governer. you mentioned other minor enties would have access to colonization efforts are the end of this efforts, and I look to interest in taking one of these powers. but that is for later.
