Of course he's absolutely right. It isn't tv or Hollywood. I can think of no circumstance under which any human being can justify using pepper-spray on a handcuffed* 9-year-old girl; meanwhile, the spokesperson for all Rochester police officers can't imagine anything else. A 9-year-old child is having the mother of all tantrums, threatening to hurt herself, possibly in the throes of a serious mental-health crisis. Is she autistic? Schizophrenic? Is she being abused?
In the immediacy of the moment, there's no way to know. So of course the thing to do is to send people who are trained and equipped to use force - issue threats, inflict pain, and ultimately kill - to force compliance. That sounds smart. No way that could go wrong.![]()
