Looks like it includes a town hall as second building. I think the temple like structure may be the first. Maybe a basilica or a senate? A bit off from the looks, but would fit as a first building.
I thought the big building would be the first as maybe a Courthouse. But now looking it could be the second, but I don't know what the first would be. Would be surprised if this district isn't unlocked with Political Philosophy though.
My guess would be that that's either a Trade Route between two civilizations in a Militaristic Alliance, or an enhancement to that city's Trade Route's due to its unique Governor.

The team at Firaxis is keeping the new civs and leaders close to their chest at the moment, but they were able to talk about four non-unique units coming to the tech tree for anyone to unlock. Pike and Shot is a new anti-cavalry unit bridging the long, awkward gap between Pikemen and Anti-Tank. Three more units have been added to the late game to cap off lines that previously ended too soon: The Supply Convoy (an upgraded version of the Medic that can increase the movement speed of units it shares a tile with in addition to restoring HP), Spec Ops (a “Navy SEAL-inspired” unit that caps off the line for the humble Scout, gaining the ability to para-drop forward without the use of aircraft), and the Drone (an upgraded version of the Observation Balloon)."
If that arch is indeed Delicate Arch in Utah and we know that wonders and natural wonders are tied to the civilizations added to the game, which Native American civilization would most closely be associated with Delicate Arch?
Tha Ute Indians (where the name Utah comes from) are somewhat related to the area. The Ute hunting panel site is on a trail that branches left off the Delicate Arch. It would be interesting if they are in the game. They are definitely more obscure.
It would under the new alliance system. Like the scientific alliance offers more science to the trade route between alliance partners, so reskining them under the alliance would actually be a pretty cool feature.
that mosque looking building looks like it has a colour theme (blue), from that i presume it's a scientific improvement probably provided by a middle eastern city state: the possible options are samarkand, bukhara, hormuz, maybe fes or marrakesh? but onestly i'd prefer to see a moroccan civ than to have city states.

It‘s not the same blue as the campus. The look doesn‘t fit Morocco. The Silk Road cities you name are options. But it looks like it has to be next to water, or is that an illusion?
Well, of course I don't know, it's pure speculation. But it would make sense management wise. After all, you need to bring the consumers of the "large civs" on board. Which would mean America, China & at least one European power.
