Well, I think it depends on what you need it for. If it is for occasional typing (like your experience), I believe it would be awesome, yes.
However, if you're serious about learning it and using it, it's better to learn it the way it is used.
E.g., right now REDY can learn either layout with equal ease because his spinal cord is not accustomed to any.
Okay, phonetic will be somewhat easier to learn but then weirder to type with because the most used characters are not necessarily in the convenient locations (then he will rant about why those stupid Russians twisted their keyboard in a way that he's broken a finger, wrenched another and cannot untie the rest).
But then it makes sense to learn ЙЦУКЕН because that's exactly what he's going to see on a keyboard he gets by default on any device without having to go out of his way to search for and download and install the phonetic, and rant about it every time.
I mean, it is possible to learn to walk on your hands. It's a cool thing, too. But only if it is an additional thing you can do. It shouldn't be the only way you can walk, that would be weird, creepy and inconvenient in the long run...

It might have been easier, if I already was capable of using Cyrillics well.
