If you allow some wormongering he is at least top 5 for fast science victories, but even without that he is very strong. Geothermal fissure start bias means high campus adjacency early on, +50% production on districts and its buildings across the river is huge. Even if it will not always apply to each campus getting it on other dictricts will still save you a lot of production and the best thing it also applies to spaceports. He is the best civ for scuring early suzerains and getting to 6 envoys in science city states. And if he wants to liberate a city state on the other side of the map he can easily do it by levying an army nearby without having to walk across the entire continent.

And not being able to build (or even conquer) holy sites is a big disadvantage: Much more difficult to take advantage of a monumentality golden age or purchase key great people in the late game.

Russia is so much better at religious/culture victories (and its path to both converges at the lavra) that we come back to the same argument we have with domination civs... Why handicap yourself by aiming for a suboptimal victory type for your civ? Especially when you will be doing a lot of the same strategy anyway... Good civs are better at everything so I get why people would upvote here but this is a science thread...

Plus, his counterpart Gandhi is already eliminated...

31. Peter/Russia [7] (6+1) Is Russia a top 20 science civ? Of course not. But it's at risk of going out at #40 when there's far more undeserving civs in the running. Their massive faith economy allows them to buy more settlers in a golden age, as well as having enough faith to buy the libraries and universities needed in their cities. Once you get that set up, go in a dark age and take advantage of Monasticism. Because you have a half-price holy site in your cities, more cities will be able to produce 75% more science. Of course Russia is primarily a cultural/religious civ, but they are also one of the most versatile civs in the game, so they're at least halfway decent at SVs too.

We're not comparing how good they are at science vs. culture or religion. We're comparing how good they are at science victory compared to other civs. And there are certainly many on this list that are worse than Russia.

8. Eleanor/France [Eliminated] = 1 - 3 Time to put her out of her misery. She's certainly not bad at it, and could do it if she so chooses. She's just basically a blank vanilla civ in this regard. I dare say no one on this list is bad at science victory. They just aren't good at it. They are simply neutral.

even higher than Korea’s +4. But more importantly, their IZs and Theater Squares are also that good, making them more well rounded throughout the game. Their bonus to building dams also means they can easily make the housing necessary to support all these districts.

31. Peter/Russia [9] Lot's of discussion whether Peter is or is not a mediocre SV player. :) In Dutch we have a saying that translated says: "High trees catch a lot of wind." Meaning: those who stick out will attract more attention. Maybe that's what Peter's suffering from. ;-)

30. Pericles/Greece [24] (23+1) Korea and Aus are a step ahead but the culture and Envoy power or Peri seriously speeds up an SV. The Globalisation civic is a key target on SV which Peri can get to without a moon landing and the +5% science per suze once there Peri just eats up. Certainly top 10 in my book, more so than Robbie the Bruce IMO.

Your T3 holy site buildings give 10% science (the same as the much admired Scottish Enlightenment bonus). They have a unique campus building which synergizes well with their faith. And you are guaranteed a religion, all the better to fill your beliefs with Jesuit Education, wats (+2 science), and either Cross Cultural Dialogue or Stewardship for even more science for other civs following your religion.

44. Victoria/England [20] = 19+1 I think Victoria has the harbor golden age trick, but also Workshop of the world, whose building bonuses are very widespread and are affected by policy cards. Plus, you get more coal to spam these boosted buildings around! This ends up giving you a lot of ways to push through the last couple eras and get the spaceship launched.
