If you allow some wormongering he is at least top 5 for fast science victories, but even without that he is very strong. Geothermal fissure start bias means high campus adjacency early on, +50% production on districts and its buildings across the river is huge. Even if it will not always apply to each campus getting it on other dictricts will still save you a lot of production and the best thing it also applies to spaceports. He is the best civ for scuring early suzerains and getting to 6 envoys in science city states. And if he wants to liberate a city state on the other side of the map he can easily do it by levying an army nearby without having to walk across the entire continent.

27. Mvemba a Nzinga/Kongo [14] (17-3): Great for culture but nothing really there that would help a science victory. And not being able to build (or even conquer) holy sites is a big disadvantage: Much more difficult to take advantage of a monumentality golden age or purchase key great people in the late game.
