We would like to inquire on the state of our membership application.
 
Luxembourg invites all members to contribute funding to the ESA-SpacePort Group project to create a working nanotube furnace. Carbon nanotubes are the material of the future, and will bring much economic benefit to whichever nations are able to develop them first.

The project needs 54 EP to be completed. We need at least 27 EP this year to stay on schedule. Luxembourg is only able to spend half its income, or 3 EP, on the project this year. Is anyone else willing to contribute?

@Sheep: This applies to NPCs as well. I'm thinking especially of the other Benelux nations...
 
The United Kingdom will contribute 5 eps to the project

Germany will spend 20 EP, which should keep it on schedule. We would spend more but there are many things in this world we need to concentrate on. And as the UK has stated before we shall multi task ;).

More donations, of course, are still welcome. More this year means less next year.

IC: Germany would also like to remind nations that contributions to our main target of putting a man into orbit are welcome. With Chinese help by our estimations if we continue the rate of funding we saw earlier we may very well reach our target ahead of schedule.
 
STATEMENT TO THE EUROPEAN COUNCIL
FROM: Nicolas Sarkozy, President of the Fifth French Republic


France regrets the past conflicts it has had with the members of the European Council - but we have not forgotten, that though we may differ on several issues, we are still fundamentally European, and as such, we all face the struggles of Islamic fundamentalism and terror as a whole. Let us not forget that it was not simply French and Englishmen who perished in the chunnel attacks, but also Germans, Dutchmen, and Luxembourgians. Furthermore, in our increasingly globalized world, the need to work together is clearer than ever - divided, the nations of Europe will never be as strong as their counterparts in America or Asia but united, our economy stands above them all. Let us continue to work together, and let us forgive our past differences and instead work to build a new future.

We apologize for our past statements and we look forward to greater cooperation with our European allies.

Let it be known that Germany will not forget your behaviour and while we see no reason not to co-operate we will not limit ourselves to Europe. If we want peace globally then we will make allies of the world.

Regarding the constitution, Luxembourg believes the main issue is over whether sovereignty is vested in each nation individually or the EU as a whole. To answer this question, we would turn to social contract theory, the foundation of most modern representative government. This theory states that each individual irrevocably grants the power to govern himself to the state he chooses to live in. While he remains in the nation, he must abide by its laws.

Following this principle, Luxembourg suggests that the passing of an EU Constitution is the formation of a social contract between all its member states. By ratifying the consitution, each member state agrees to uphold all decisions of the EU as a whole.
 
It can hardly be said, however, that the European Union is a single governmental body. The European Union, we must realise, is first and foremost a collection of nations - not a single one. The exact reason why the constitutional referenda failed within France and the Netherlands was due to the fact that many saw the constitution as an attempt to establish a single European state, rather than a union of allies. Though the concept of a European nation-state may in the longterm be viable, with the current situation, it does not seem likely.

We are not theoretically opposed to a constitutional framework based upon the concept of a "social contract" but we are suspicious as to what is to be included within that contract. It is France's firm position that the Constitution should not seek to regulate the domestic policies of their nations (primarily with regards to the economic policies of a single government) unless such policies directly harm other nations or harm the citizens of the same nation. We are, however, firm believes in a united European foriegn and defensive policy.
