I don't want to weigh in into this discussion (as it's not really relevant to the topic), but that sounds too much like a White Man's burden type of argument to me.
I just want to mention that I have already agreed that Tibet needs more semi-autonomy like it had in the past. Like the CSA, Tibet was part of China for quite awhile and had been left to their own devices. That's the way it always has been and should be. Unlike the CSA though, there was no specific internal conflict that led to an attempt at succession, it was all external; America just wanted to set up a client state in China's flank as part of the containment policy, failed, and then turned that failure into a success by perpetuating myths about Tibet (genocide, Free Tibet movement when even the Dalai Lama himself only wants semi-autonomy) that gained ground due to pre-existing negative qualities about the state of human rights in China.
