We poped CoL from the Hut during Operation Pandora’s Box. How does this change our diplomatic stance? Should we notify KISS asap?

I am very disappointed we popped something essentially useless to us. I could have sworn I read somewhere on this site you get the cheapest available tech that you weren't researching. Maybe that was for vanilla only, and it changed? Or maybe it was always random but weighted in favor of the cheapest? Anyway, I thought Horseback Riding was a certainty if we got a tech, but I was obviously wrong and for that I apologize.

KISS will know we have Code of Laws if they look at their diplo screen, so it is not even necessary to tell them. In my opinion nothing has changed.

The next popping will be worth it ... although maybe if Nuts eventually get back to us ... we could get HBR for Masonry and then next pop something really exciting
