utter Gods. The Priesthood of the Astral Otters support the Ottan, a king with both theocratic and secular powers. When the Ottan dies, a new Ottan is chosen from the king's extended family. This is a very delicate process. The High Priesthood must judge the strength, tenacity, humor, and handsomeness of each royal specimen. Those who have proven themselves unworthy of royalty are diced and then thrown into the peasantry. It is recommended at this point that only the Regent and the High Priesthood contact the royal family, as they may become contaminated by the hands of the unworthy otherwise.
Once the most promising candidate is found, he is sent into the coronation chamber to await his call. No unworthy hands must touch the Heir at this point. If any manservant is found attempting to do so, he is to be executed as part of the ceremony.
The ceremony shall begin by the release of ceremonial doves. Following this, all royal men of militia age must take their seats on the royal court floor. Men found outside of their assigned seats are subject to be publicly whipped, with the severity at the Regent's whim. The royal heir will be seated on a pedestal, by the Holy Throne.
Once this has been completed, the Regent shall be permitted to walk the steps to the throne. The royal band shall play the song of the state, and minor royals are permitted to toss ground cabbage as confetti as the Regent passes. Once the Regent has occupied the throne, the heir may be brought forth before him to await his gaze. Once the Regent has acknowledged the heir as Ottan, the ceremony is complete and the heir will be crowned Emperor of the Ottermans.
Army: Massive core of cavalry supported by barely trained melee infantry and very decent archers. Each noble within the Empire of the Ottermans controls a certain amount of territory and is required by the law to support the Empire's war efforts by providing soldiers, if they are so called. Otterman Empire also keeps a core of well-trained standing army composed entirely out of cavalry units, such as cataphracts and horse archers. They are used as rapid-response to any signs of rebellion.
Navy: As all good Ottermans believe that water is sacred, the Empire has many capable sailors living in the coasts. As a result, when time comes to war, the Ottan is capable of drafting many sailors and levying many ships. Small, but negligible amounts of standing navy do exist as part of the High Priesthood.
Most of these ships are typical galley-type ships that are common at this time.
