Unless I get Portugal this is what I'll do, I need to win most cunning player again after all . I think the problem was people where to eager with their rebellions in NES IV, you really have to wait for the right time, see madegascar and sikhistan.

Macao. They got it like they did in OTL.

And China isn't really much stronger than in OTL for the time. It fared better against Russia because Russia was more western-oriented than in OTL, at first anyway, but on the other hand indeed has problems catching up with the ever-fast speed of European progress.
