It's not really for the consumer, it's for I believe the retailer who isn't allowed to sell facial tissues as say car washing cloth. Prevents it from being sold as something it's not for.

Essentially, yes. Facial tissue isn't meant to be flushed. I think that's where the law comes in - it can cause problems to sewer systems as it doesn't dissolve in water in quite the same manner as toilet paper.
