not a bug. The Byzantine will spawn if certain conditions are met. Those are 1: Rome is alive. 2: Greece is dead.
if either arent met, they wont. It's WAD
 
Ok, but that makes no sense. The Eastern Roman Empire wouldn't have existed if Rome didn't conquer the east.

It's a known bug, difficult to fix.

Gah, I lost the starting save cos I accidentally started another game, and by the time of my save from the initial 295BC start for Ethiopia, the affected city (Angora) already had 36 pop and was in the medieval era :(
Are you sure there's no backup for autosaves...? (vain, wishful thinking I know)
Although I am starting to see a pattern... (I'll discuss this in the overflow thread)

After the new expansion stability system, i ever founded Knosos when i play with Greece, for population purpose, but the city flips to Arabian

Why does it flip to Arabia? They never controlled Crete IRL. The Ottomans did, however.
 
Well Knossos isn't awful, it's better than Arguim. It's just that having to build a navy to take over the holy city (it has Church of the Holy Sepulchre) as part of the UHV was not gonna happen. I rerolled and just settled for capturing Jerusalem when it was the Catholic holy city.
 
Historical area =/= flipping area.
