Well the problem is you would often control large amounts/ all of your historical area, and the holy mountain won't show up on tiles you or anyone else already controls. That's why it so often shows up in the New World. It seems silly but when you consider the requirement that no one can have cultural control over it and there are so few American civs, and how many peaks there are per tile in the Americas vs Eurasia, I think it's actually really good odds to pop up in the Americas even if it looks silly. TBH I think it's just a poorly implemented quest currently.
