The previous answer appears to be incorrect, so I wanted to say this - "high concept" is a specific term referring to a kind of mass-marketed book/movie/form of expression. It's not really based on the definition of the word high. http://en.wikipedia.org/wiki/High_concept
"High elves" as a term also would be from much more specific background in the sense it often denotes a (fictional) ethnic/historical distinction - like the use of the term "high" in Germanic language groups or something. Though some other typical connotations may apply here, given typical traits associated with elves

I think that the dictionary definition encompasses these meanings well enough, actually.
That high-concept is used disparagingly in that way is not something I've encountered. I have mostly encountered the term used, admittedly often pretentiously, in advertising spiel for new products or companies.
If you're from the US, perhaps there's a slight difference in common usage.

Why is it that shortly before a snowstorm or a rainstorm, most times I feel like I've been hit over the head with a board or something?
EDIT: For some reason "headache just before snowstorm" (sans quotes) got me a bunch of stuff about being stuck in traffic or something.
