An Announcement by Vault 314, In the Spirit of the United States of America, At the Trial of the Indian Panthers

The Lifestyle-Profession known as “Raiding” is hereby declared illegal, punishable with a minimum sentence of 5 years of hard labor, as well as rehabilitation. “Raiding” shall be defined as a basket for crimes including but not limited to: chronic repetition of cold-blooded murder and theft, enslavement outside of declared war or righteous punishment, and attacks on “Civilized” communities with no cause or warning.

Additionally, all communities that both knowingly harbors and protects “Raiders” are known as “Raider” Communities. All individuals living within “Raider” communities have a duty to defect to “Civilized” communities, to assist the escape of Slaves, to resist immoral commands by “Raider” authorities, or to affect change of their community's politics. The shrieks and splitting cries for bloodshed quivered throughout the many dim underground tunnels and maintenance shafts of the Underhive. The rattling of bleached bones, clashing of swords and sporadic gunshots echoed beneath the maddened screams - like a pack of rabid, starved hyenas in that precious moment before they sink into their kill. And they were starved. Starved for the freedom of ill will upon the world, starved for unadulterated destruction and savagery - for unprecedented mayhem upon the inhabitants of this rotted Earth.

There was a terrible storm encroaching upon the Valley Forge area. A roaring whirlwind of flesh and bullets of which only the victors would be left standing to witness the ensued carnage in either bliss, profit or relief.

Slaughter for the sake of slaughter and evil for the sake of evil. There was no reasoning behind their intentions - no subtle meaning to be deciphered to enlighten a purpose for the atrocities performed. Whatever shred of humanity these people once held had long been discarded, forever lost to the wasteland. These were bad men doing bad things because they enjoyed it. Psychopaths, killers and the weak-minded detached from reality by either mind or chemicals.

Their already deplorable lifestyle and lack of common human decency did not improve with the disturbingly instantaneous common belief that all Vault-Tec bobblehead figurines, a novelty item created by a pre-war corporation over a century ago, inhabited the essence of a dark and terrible deity, designed in the image of their gestalt murderous psychosis and delusions. This creature, whether fact or fiction, now whispered continuous madness into the ears of their insidious leader and her underlings. Whimsical songs of cryptic nonsense and sustained cruelty upon those who do not see.

But recent events have rattled the lion's cage. With the recent attacks by a Vault 77 and its continued elusiveness despite numerous attempts at bringing them to their knees the blood-thirst had set in, boiling the blood in their veins and sending them into a feverish rage of which would not reside until there was nothing left of their enemy. They had to end these people. They needed, on an almost spiritual level, to inflict such excruciating pain and misery upon them that it would go down in legend across America. And no one, not even their allies, would be safe should they get between them and their hated enemy.

They all had to die.

Bobble willed it.

First off, we shall pay off the Upside-Down Rams with 450 Food to satisfy their needs for this quarter; hopefully, this will buy us some time.

Meanwhile, we will build another level of fortifications, and create 70 L-T Ranged Weapons. In addition, with our newly acquired Precision Tools, we shall create a Still. Afterwards, we'll create 20 Alcohol. [this is 1050 Scrap Metal].

Next up, 350 people, assisted by the Mr. Handies will once more scavenge the area nearby.

Challenge: We have more important things to tend to right now, such as the raiders on our doorstep.

Update 5: The Velvet Web
Summer 2162
85 Years after the War

Valley Forge

The continuing conflict in Valley Forge took a twist this summer as the Vault 77 dwellers, holding onto Mount Joy but deeming it too strategically vulnerable, quickly evacuated the once-casino. Poxxy’s Chem Dogs had somehow gotten wind of the Vault-Dwellers’ plan to migrate, and had been keeping the location under watch. When the first Vault-Dwellers left, they closed their trap, encircling the Vault-dwellers and slaughtering them to the last.

It was only as the chem-addled dogs were counting corpses did they realise that the Vault-Dwellers’ number seemed far too small. It turned out that this was naught but a very particular diversion; Kings and Queens scouts reported that, in the confusion, the true bulk of the Vault-dwellers managed to evade the Chem Dogs and slip away on a roundabout route southwards. Still, the Chem Dogs and Kings and Queens were both prepared. They Chem Dogs despatched forces to Vault 77 to entrap the Vault-Dwellers as they returned home.

Perhaps well anticipating this, the Vault-Dwellers decided to abandon Valley Forge entirely and evacuate further south. Thanks to the Kings and Queens scouts, the Chem Dogs were quick to mobilise and engage the pursuit. While the Kings and Queens busied themselves re-establishing their control of Mount Joy, the Chem Dogs chased the Vault-Dwellers down decayed back roads over hill and over dale, closing the distance, confident that the hunt would end quickly.

It was at Haverford College when the hunters caught up to the rear end of their quarry...and that was the moment those Vault-Dwellers fled straight into the watchful eye of the mysterious pyramid.

The mythical Eye of Horus arrived within moments. Automated defences rose from the ground, and vertibirds and soldiers in stylised armour descended from the sky, firing back indiscriminately at Vault-Dwellers and Chem Dogs alike, neither of whom stood much of a chance against the aerial menace. The Haverford battlefield quickly devolved into a chaotic bloodbath, with hundreds dying in a few moments. When the pursuing raiders routed and scattered away back north, they quickly determined that these Vault-Dwellers, too, had been a small diversion meant to lead the raiders into a killing box of someone else’s creation.

The remnants of Vault 77 reached Springfield Township and quickly mounted an attack on the Gold Cougars. With the element of surprise, the elephants, and some help from the Gold Cougars’ slaves seizing upon the opportunity, the upstart raider band quickly crumbled under multiple attacks. The surviving slaves have joined the Vault-Dwellers, and both have camped at Springfield as of the start of winter.

The raiders have once more been played for fools, and while the losses to the persistent Vault-dwellers have been immense, they have a new force and hope for the future.

We have dragged them, back to the Underhive, complete with their oddly advanced arms and their quite fine armour. [+Fusion Core, +5 Energy, +2 Plasma Weapons, +2 Energy Melee, +2 Falcon Combat Armour, +20 Ammunition] Perhaps we could attempt to get information out of them; perhaps we could find a way to defeat the Pyramid. But even under great pain they have not talked--our surviving Chem Dogs are thirsty for blood. What shall we do with them?

Southwest Pennsylvania and Delaware Valley

Atlantic Maritime League
Spoiler :

It was a summer of great developments for the Atlantic Maritime League. The squalid settlement of Deepwater joined the League, giving it a foothold in New Jersey--the piney country. Indeed, rumours swirled that, just before the League arrived to assume jurisdiction of the town, there were mysterious gunshots, as if Deepwater were trying to hide something. Meanwhile, the former slaves--mostly ex-Halflings--were manumitted. They have even been given some representation into the League’s leadership, which has helped integrate them somewhat.

Most interestingly of all, the League converted to the faithful of Atom. A robed cleric brought metal rods, warm to the touch, to “bless” the people of the League with. More clerics of have set up shop, bringing charity and goodwill and trade links with the west end of the Chesapeake with them. They even have brought a holy text, the so-called Textbook, with them. The strange sensations some have experienced--mild cases of lightheadedness and nausea, reddening of the skin, and the occasional first-degree burn--have been dismissed as signs of acclimatising to Atom, drowning out a few very cynical scholars who have claimed that these are symptoms of acute radiation sickness.

Armstrong Gals

The big story of the summer was the Armstrong Gals’ engagement with the people out of Eden. This was twofold; first, Armstrong Gals’ explorers headed northeast, to find Eden. They did not have to go far; the village lay hardly five kilometres outside Lancaster. It occupied the site of a former country club--and was now little more than a pile of husks. It seemed that the fields had been seeped through with radiation from some unknown source. Only a few agonised, feral dogs occupied the site, and these were cleared away, albeit with casualties. It seems that Eden is well and truly dead.

Second, the community pulled itself together to try and integrate the new migrants into the Armstrong Gals. The Gals’ mythos and culture were explained. Additionally, a robot-free zone was established within Lancaster for the Eden migrants’ benefit. This was was truly helped, in the end. In Lancaster, the people of Eden are ready for a new future.

Challenge: Even if the site of Eden is now completely infertile, its structures still exist. Some have suggested that we take the site for ourselves and establish a second settlement there--if only we could find the source of the radiation. It seems to have spread from somewhere; how else could Eden have survived beforehand? Although we did not search for long, there are some who believe that the source lies, somehow, in the water. Should we pursue this?


Order of the Holy Wound

It was a summer of more exploration for the Order. One expedition was outfitted to the Lower Trenton Bridge. En route, they passed through the utterly devastated, tangled core of Trenton--and happened upon the raiders, calling themselves the New Patriots, that occupied the New Jersey State House. From the garden of skeletons and decaying heads on pikes outside, the raiders, it seemed, had been responsible for the missing expedition--in addition to many other disappearances over the months. The raiders were very well armed, and killed much of the exploration party before the remnants retreated. Additionally, it was determined that the bridge in question, in addition to the the Calhoun Street Bridge, the US1 Bridge, and the neighbouring railroad bridge, had been downed.

Another expedition returned to the area around Princeton. West Windsor Township seemed to be the territory of roving radscorpions, but these were well avoided. The explorers then reached their main goal: the University’s erstwhile James Forrestal Campus, home to the Princeton Plasma Physics Laboratory. Through patches of radiation, they were able to return home with a veritable treasure trove of goodies. Any expected interference did not arrive; really, the area seemed quite eerily empty.

Meanwhile, Roscoe’s Horde finally disintegrated. Urged by men of the Order seeking to maintain peace, many of its ghouls ultimately found the prospect of life in Leng too alluring to stay in the the squalid remains of Trenton. The Order tried to have the slaves freed in the split, but anti-Order elements of Roscoe’s Horde conspired to cart most of the slaves off with them, bound for some unknown fate in the direction of New Brunswick. Meanwhile, a third faction, the remnants, haunted by the College of New Jersey, moved into the Shard. Some other ghouls have turned to existences as vagabonds, intermediaries between the Order and Leng.

Challenge: In addition to the technologies we found inside the James Forrestal Campus, we also found something rather more peculiar: what appeared to be oblong metal objects, shaped quite like slugs. We found half a dozen silver slugs in total, and, not knowing what they are, brought them back to the Shard. Initial investigation revealed that--much to the scientists’ shock--the silver slugs contain organic material inside, as if someone had taken tissue and brain matter and recombined them inside a flexible exoskeleton. What should we do?


New York City and North Jersey

Iselin has been attacked. One calm, humid, pleasant July evening, the Cybermen marched into the town with cold, terrifying words and no mercy. Some, including the maharishi-leader, were killed trying to fight back; most of the survivors, however, have been carted off back to Vault 370 to face an uncertain, undoubtedly unpleasant fate. The town has been utterly wiped out, and trade on the Garden State Parkway has all but ceased.


Beastie Boys
Spoiler :

Aside from the normal functions of farming and salvaging, the Beastie Boys conducted a few Egg Raids. The largest was mounted out to the New York subway. After some deliberation, they determined to head north, towards Church Avenue station on the IND Culver Line. Kensington was filled with molerats, but the Egg Raiders managed to evade them with no casualties. Church Avenue station was empty, as if someone had recently cleared it out. Pushing further, they came to Fort Hamilton Parkway station, where some migrant prospectors had holed up. They had set up a barricade, and after some initial exchange of fire, the Egg Raiders determined they could go no further, and turned back.

A radio tower has also been erected, and now all of New York can be serenaded to the fine sounds of East Coast hip-hop and the Beastie Boys--with some added commentary as a bonus!

Challenge: A strange woman has come to the Brass Monkey Inn in B-Borough. She managed to enter the walls, accompanied by four guards in combat armour and bearing arms of plasma. As it transpired, she claims to be a descendent of the last mayor of New York City, and she seeks to hire adventurers. There is a particular circuit board that she wishes to acquire--found only in an exhibit in the New York Hall of Science in Flushing Meadows. She has come to us, she says, because she believes we are the most capable in New York, and she will reward us handsomely. How should we respond to her?


Daughters of Madison

Challenge: When our men returned to Vault 495 last summer to deliver the holotape, the door was still tightly shut. But they found something extremely peculiar: a lone man in a ragged, dirtied Vault suit, slumped against the door. He was staring straight into one of the still-functioning mercury-vapour lamps in the Lincoln Tunnel, whispering, “I’m safe in the light, I’m safe in the light, I’m safe in the light,” seemingly on an endless repeat. He was catatonic, extremely weak, and attempts to get him to respond all failed; the explorers tried to get him back to safety, but he let go of life before they reached Penn Station. Hidden on the man’s person, however, was another holotape, apparently stolen--containing the details of a secluded emergency entrance to the Vault within a service shaft of the North River Tunnels, which we have explored and know to be clear. What should we do about this?


Hoboken Shipper Boys and Girls

Despite the threat from the Upside-Down Rams, it was an uneventful summer for the Hoboken Shipper Boys and Girls. Perhaps it was because the Hoboken leadership wished to retain a sense of normalcy in tense times--and the stories of Cybermen from further afield do not make anyone feel any more secure.

There was one interesting day when men in red-highlighted military uniforms arrived in ships. They largely spoke a language the Shipper Boys and Girls did not, but one or two of their number spoke English, and communication was peaceful. It turned out these people came from the western shore of Manhattan. Not long after, two more figures from Manhattan--calling themselves the Sanctuary--appeared.

PLA Naval Air Base NYC Squadron

The summer of 2162 brought about a grand pivot to the world for the adrift contingent of the People’s Liberation Army Navy that had set itself up in the remains of the USS Intrepid. Although there was communication with the outside before, the doors of the PLAN base have finally been thrust open, and some outsiders have even been let in--albeit to non-restricted areas. Almost all of the people in the outside do not speak the Mandarin commonly used within the PLAN, and many do not even appear human, leading to a sense of distrust.

The grand opening to the world was a series of exploratory expeditions up and down the Hudson. One expedition sailed up and down the shores of western Manhattan itself, from Greenwich Village up to Hell’s Kitchen. They found a coast that had been devastated by nuclear detonations and decay and largely turned to wreckage, with little value or life to be found. They did see strangely dense smokestacks rising from Greenwich Village.

A second expedition did the same on the New Jersey side, exploring the North Hudson shore from Union City down to Hoboken. They found that Port Imperial had been overrun by feral ghouls, while Weehawken had become the territory of molerats. Especially after having to fight some of these back, they did not venture up the cliffs and out of sight from the shore. In the end, they came across a community of Shipper Boys and Girls in southern Hoboken.

A third expedition was sent even further south, past the devastated shore of Jersey City and into the irradiated pools of Upper New York Bay. Ellis Island had been overtaken by more feral ghouls, these ones wearing tattered US Navy uniforms. When they reached Liberty Island, they found that the Statue of Liberty had been cleanly removed from its cracked pedestal; there were a few skeletons with bullet wounds lying about in robes that might have belonged to cultists, but no sign of where the Statue had been taken. Governor’s Island was home to a peaceful village.

Challenge: It is increasingly clear to us, from the rumours that filter through from the outside, that many of the people who now inhabit Manhattan are slavers; indeed, many have routes that seem to funnel down to the old imperialist bastion of Wall Street. This is of great concern to our people, as slavery is a reactionary institution, and the once-Great Leader would naturally want to fight it. On the other hand, there are those who argue the slaves are not real people. How should we treat these slaves and slavers?


The Sanctuary

For the Sanctuary, it was a summer of exploration--a lot of exploration. The biggest party was sent north, to investigate rumours of an “impossible boat” that had seemingly popped out of the sky, upstate. They crossed into the west shore of the Hudson, and followed the Palisades up north. In Englewood Cliffs, they found an abandoned, yet still-operational radio tower once used by a pre-War business news channel. Greenbrook Nature Sanctuary was overrun by yaoguai, and the party had to fire to hold them back, although the laser firepower was more than enough. In Alpine, they stopped to search around the town, finding a stash of computers in the basement of a school.

However, at the Armstrong Tower, a pre-War transmission pylon, the Sanctuary found themselves pitted against something they had not anticipated. The tower was surrounded by a group of armed men, none of whom seemed to have any visible identifying insignia. When the Sanctuary attempted to make contact, the mysterious men responded without sparing any aggression. The Sanctuary soon found themselves in a losing battle against a highly advanced force that was capable of deploying plasma weaponry, and even the Sanctuary’s own combat armour and training could not compare--especially after vertibirds appeared from the north. The Sanctuary Guard were quickly sent into full retreat.


Meanwhile, a myriad smaller parties fanned out across New York City and North Jersey.
One managed to find the long-sought-after ghoul city at Fort Lee, only to find a withered husk of a settlement that had clearly seen much better days. A rudimentary wall had been set up surrounding the towers of a pre-War apartment complex, with numerous freshly burnt husks of buildings on the outside of the wall. The party could not find a way into Fort Lee, and retreated. Another party headed west, past Fort Lee on I-80. They encountered a peaceful group of what appeared to be descendents of National Guard, at Teterboro Airport. Further along in Lodi, however, the road was blocked by a pack of deathclaws.

Another party crossed into Hudson County, at Union City, then proceeded south. The riverside areas were overrun by hostile wildlife: feral ghouls in Port Imperial, and molerats at Weehawken. They crossed into Hoboken, where they made contact with the Shipper Boys and Girls, who informed them that the Heights of Jersey City had been taken over by unpleasant raiders known as the Upside-Down Rams. Proceeding further south, they found that much of Jersey City had been directly impacted by a nuclear blast, and it was still radioactive and unsafe for traversing.

Another New Jersey expedition headed northwest into Bergen and Passaic Counties. Paramus was controlled by raiders, calling themselves the Picket Fencers. At Bergen Community College, the explorers did find a site filled with scientific equipment, although they could take none home due to logistics. Hawthorne, and the surrounding landscape north of the River Passaic, were controlled by a pack of deathclaws. The palatial McMansions of Franklin Lakes were now the territory of a raider group, calling themselves the Green Braves. Moving through Oakland and Pompton Lakes, both empty save for a few homesteaders, they entered the skylands. In Wanaque, they glimpsed a great number of wild monkeys, which the explorers found peculiar, for they knew the monkeys were not indigenous to America. Finally, they reached Ringwood, which was a peaceful rural community organised much like an idyllic mediaeval manor; the Lady of the Skylands and her retinue of horseback knights protected a number of seemingly content farmers, and there is plenty of food and mead to go around.

Several more parties headed eastwards. One plunged into the Bronx, vaguely following Tremont Avenue. Morris Heights and Tremont were both overrun by incredible numbers of feral ghouls that not even the Kangs could hope to clear out. In Tremont Avenue station, they found a suffering settlement that seemed to have been the target of numerous slave raiders. Then they reached the former site of Bronx Zoo--which had been completely overgrown by an utterly alien-looking forest. Bioluminescent trees and giant sky-lotuses arched across the firmament. A consultation with the Blue Kangs revealed that the forest had popped from the ground several months prior, and they were just as mystified.

Another Bronx expedition headed southeast to the shore areas. Longwood had recently been occupied by raiders--the signs of habitation were still present--but they were now abandoned. The Yellow Kangs informed the Sanctuary that this had once been the old Yellow Kangs, but they had been eliminated to a man. Hunts Point Avenue subway station was sealed off, and the doors had odd, vaguely ominious pentagrams and strange text inscribed upon them. Hunts Point itself was utterly toxic, filled with feral ghouls and lethal radiation. Soundview had been overrun by molerats. In the end, this pair reached Locust Point at the far end of the Bronx, which was controlled by a peaceful, quaint little maritime settlement. Another pair headed along the East River. Randalls and Wards Island had been overrun by horrific mutated humanoid-plant hybrids that Sanctuary scholars believe is the result of the wastewater treatment plant. To the east lay Rikers Island and Laguardia Airport. It seemed that they were under the control of two utterly vicious raider groups, calling themselves the Rose Singers and Delta Airlines, respectively. The two were locked in an eternal war, with guns never seeming to cease at any time of day; the war had reduced both to a state of destitution and backwardness.

The farthest afield of these expeditions headed up the east shore of the Hudson. They were able to see veriberds across the river taking off and landing at Lamont-Doherty. On their own side, Riverdale in the Bronx was overrun by more, surprisingly enough, feral ghouls, spewing from the north. Yonkers seemed to have been utterly wiped out by a nuclear blast; virtually the entire city had been levelled, and faint traces of radiation remained. Hastings-on-Hudson was overrun by more ghouls; Dobbs Ferry by radscorpions. They then passed through Irvington, controlled by raiders called the New York State Thruway Authority; the Tappan Zee Bridge was still, miraculously, intact.

Next, the moment the scouts reached Sleepy Hollow, the world suddenly became a great deal brighter, as if they had passed through a barrier. There was a village there, as happy and flourishing as if in some sort of pre-War agrarian idyll; the people seemed to go about their business in a trance of happiness. The Sanctuary scouts were intelligent enough to realise something was wrong, and quickly moved along without stopping to look.

Finally, they reached Sing Sing, the pre-War correctional facility. Those days were long past; Sing Sing today is home to a thriving community that emerged from a Vault. Vault 135 had been built to study the effects of a Vault entirely comprised of inmates. As it turned out, the inmates managed to form their own tight society based on gangs that were forced to work together and join forces for survival. After they emerged onto the surface, Citadel 135, as the subsequent riverside community is now called, became an archetypical honour-bound society of warriors. The old prison gangs have evolved into banners of warriors, each with their own rituals and initiation rites; many involve slaying a beast from the surrounding hills with nothing but wits and a shiv.

Four further expeditions--one into East Harlem, the second to the south of Manhattan, the third into Newark and Elizabeth, the fourth to western Long Island--all disappeared.

Challenge: At a stone tower in Alpine, our explorers found something...peculiar. It was a figurine of a slightly oddly proportioned and magnificently bearded man, less than a foot high, and made of what appears to be limestone. What everyone notices, though, are the eyes: how they stare out, as if deep into the farthest corners of one’s soul. Some of the explorers, already somewhat disturbed by their encounter with the unknown force at Alpine Tower, have begun having distressing dreams about a bleak underworld of dust. What is it? And what should we do with it?


The Skylanders

The disappearance of the southern expedition last year still causes great concern, for the destination was not a particularly distant one. It became even more worrisome when one man returned, wearing strange white robes, a permanent smile plastered upon his face. He claimed to have gone to a “Garden of Eden, where he had finally become Victorious,” and demanded that everyone else was not “Victorious” and beneath him. He failed to recognise any of his former people, and refused all food and water, before predictably expiring. What, if anything, should we do about this?


Sons of Hope

It was a new dawn. The Sons of Hope forged a permanent alliance with its neighbouring settlements of New Passaic and Lyndhurst, hoping to create a unified front against the raider threat.

To wit, Sons of Hope armies--supported by personnel from Vault 314--approached the Teamsters in East Orange, surrounding the settlement and demanding an immediate surrender, giving up all their weapons and slaves. The Teamsters deliberated for some time, knowing that they were surrounded, outgunned, and heavily overpowered, but the terms were simply too harsh. Ultimately, they decided to go out in a blaze: setting the entirety of their encampment with dynamite. They did not count that the Sons of Hope had anticipated this, and spread out their forces to minimise casualties, and the Teamsters’ plan did little but serve as the needle into their own heart. The alliance simply walked into what remained. The surviving slaves collectively decided to leave for parts south, although a few stayed behind.

All the time, there was a greater threat than raiders looming in the back of the Sons of Hope’s minds: Cybermen. A party was despatched south in an attempt to salvage the situation--only to be presumed dead as Iselin was destroyed. There was a sliver of hope, in that rumours from refugees seemed the Sons of Hope plasma were making a dent in the Cybermen’s armour; there was simply too many of the silver nemeses for it to make a difference.

Vault 314

In Montclair, the high-profile trials of the Indian Panthers--or what was left of them--were brought to a conclusion. Ten of the Indian Panthers were put to death for their crimes; the rest were arranged into labour gangs and forced to work for freedom. More pertinently, the Vault authorities seem to have issued an edict outlawing raiding, putting forth the Indian Panthers as an example, and seeking to eradicate “raider culture” from the wastelands. This might normally have been laughed at, but, with the quite immense power employed by the aligned Sons of Hope, the nearby raider groups have been quite noticeably alarmed.

At home, life continued in earnest. Trade with the neighbouring communities is well and truly flourishing. The great loss of robots in the Indian Panthers conflict was memorialised with a whole wing at the museum in Montclair State Museum, immortalising the heroism and bravery of the robots.

Vault 314’s main focus was on exploration. Parties were sent in all directions. Pine Brook, northwest of Verona, was overrun by wolves. Roseland was a fledgling peaceful settlement, and contact has been made. In Hanover, they arrived just in time to watch a raider band be surrounded and destroyed by cavalry from the great city of Troy. The Trojans invited the Vault-dwellers north, and received them warmly at the great glass Double Tree Palace inside a great city, perhaps the greatest in this wasteland. They returned home with a dozen eunuchs.

Another grouping began exploring the northern reaches of Newark. It seemed precarious territory, situated between two raider groups. However, with the Teamsters preoccupied, and the Baritone Family apparently disliking the prospect of having the well-displayed wrath of the Vault-Sons of Hope alliance coming down upon them, neither bothered to attack. The Ampere neighbourhood was flush with a nest of bloodbugs, and Upper Roseville and North Broadway were both filled with feral ghouls. There were numerous casualties, which even the rapid reaction force could not fight off; life, it seemed, was difficult to come by in this urban deathscape.

A third grouping of explorers tried to find the destination of the slaves leaving New Passaic behind. As it turned out, they did not have to look far; the migrants had settled across the River Passaic, in the fertile grounds of Saddle River Country Park--in a settlement that had been previously destroyed, but was now being rebuilt. The ground was safer from the clusters of raiders further south. They also seemed to shy away from the Vault-dwellers, considering their influence unwanted.

A fourth grouping of explorers headed north. Those that ventured into the Meadowlands, trying to research Secaucus disappeared. Those that headed further north, up NJ 17 towards Hackensack, found more luck. They managed to avoid the groupings of wolves that had surrounded Wood-Ridge station. Then, they came across a settlement at Teterboro Airport, consisting of the descendents of a National Guard post stationed there. Further north, Hackensack itself was irradiated and overrun by feral ghouls, prohibiting further passage north.

Lastly, there was the war. Challenge: By this place’s standards, northbound Troy is a magnificent city indeed; even us Vault-Dwellers have been awed by the travellers’ descriptions of its grandeur. What do we do with the eunuchs they have given us? Moreover, how do we react, knowing there is such a place in the wasteland?


Wall Street Traders

It was another relatively routine summer for the employees and Liquidation Teams of the Wall Street Traders. Business was good, as usual. The largest of them all concerned a trade with the Elephant Company. Speculators are now speaking in excited, hushed tones about expanding operations as far afield as Brooklyn.

Exploration continued apace, up into Midtown. One party headed up the east coast of Manhattan, up FDR Drive. The cracked crystalline slab of what had once been the United Nations headquarters had been transformed into a great toy company’s East Coast flagship store once the UN collapsed before the War. Their ghoulified employees, Bumbalo’s Bees, still buzzed around the complex, and treated the similarly capitalist Traders warmly. They passed through the ruined streets of Midtown East. In the far north, Lexington Avenue/59th Street station was under the control of what seemed like escaped slaves, calling themselves Lexington Haven, who fired back.

Another party headed up Park Avenue, and made contact with settlers holed up inside Grand Central Terminal. Beyond that, however, they found little but twisted, emptied, cityscape punctuated with a few feral ghouls. In the north, they reached the south end of Central Park, and the giant sloths, who inflicted significant casualties before the Traders retreated.

Challenge: Battery Park, it would seem, is no more. In the morning, the town was deserted, everything in the place utterly dead, and all that was left was a strange, mysterious figurine, with particularly frightening eyes. Our employees refuse to approach it. What shall we do?


Upstate New York

The Daughters

Challenge: Recently, there seem to be a great deal more radstags flocking into the region from parts north and east. Wild radstags have been surrounding the Village in the past few days. These creatures are unfamiliar to our people, who have reacted to them with mild paranoia--and yet the stories we know are that they are entirely harmless; perhaps, even productive. It has been suggested that we try to domesticate them for our people; if the tribals can, so can we.


Emergency Wartime Officer Corps

The newly consolidated Emergency Wartime Officer Corps conducted a pair of aggressive exploration campaigns. One headed south, edging into the outer rim of what had once been the New York metropolitan area. In Bear Mountain State Park, they encountered, appropriately enough, tribals in yaoguai skins. The tribals attempted to fight, but the sheer firepower of the EWOC made the subsequent battle rather one-sided, and the survivors scattered into the western hills. Stony Point was inhabited by packs of molerats, Haverstraw by some sort of giant lizards; the EOWC were easily able to repulse both. Thelis and Mt Ivy were empty, save for some other homesteaders quickly Drafted into cadethood. Finally, at Pomona, they found a settlement, surrounding a temple, consisting of the orange-robed followers of an elderly ghoul maharishi. The maharishi condemned the EWOC soldiers as evil, and the villagers shied away from combat. Without orders of engagement, the EWOC soldiers too shied away.

Another expedition headed north. Marlboro was under the control of peaceful tribals named Mawdryn’s Band, who shied away from the EWOC explorers. Highland was under the control of feral radstags, who were fought off. They crossed the Hudson at a very precarious bridge, only to find that. Poughkeepsie was under the control of a truly massive feudal-esque town behind immense walls, with a giant spire rising from within, touching the sky. There was an exchange of fire between the bridge guards and the explorers, although the latter’s firepower was able to repulse it with only a few cadet casualties. Since there was no clear route back, it was determined to head back.

Before that, however, they did make communication with a small but impressively armed and armoured group from the east, claiming to be the state government of Connecticut, operating out of a capitol they called “Shepaug Dam.”

Closer to home, an exchange of officers between locations was done to try to resolve and integrate the differences in protocol. Although this has not entirely smoothed everything out quite yet, and full effectiveness will not be achieved unless the process is continued, it has helped a great deal.

Challenge: The realisation that another organisation, seemingly also with military connections, is claiming to be the rightful state government of Connecticut has caused a great deal of concern amongst our leadership--as we are now aware there is another branch of supposed pre-War government out there. Some deny their authority; others state that we are outside their claimed jurisdiction, and it is none of our concern. Others, however, think it a good idea to reach out to them. How should we react to them?


Connecticut

Brotherhood of the Undead
Spoiler :

The Brotherhood carried on salvaging the cityscape of Hartford. The surrounding ruins were devoid of life; most ghouls, it seemed, had already joined the Brotherhood, and most non-ghouls had fled to avoid the Brotherhood’s machinations. Another salvaging party left up to Windsor, and found only a few stubborn homesteaders left behind who were very efficiently slaughtered.

For the Director, however, there was a greater concern: the mysterious ash. Four struggling slaves from Trinity were brought before him for trials. They were made to touch the ash; when that did nothing, the ash was forced into them via various orifices. It was then, after ingestion, that the four slaves began to cry out--fearing something, raving madness about the emptiness and hopelessness of the world. Their eyes became hollow, and their bodies very rapidly withered away into naught but skeletons. Even the hardened ghouls were

Challenge: We are going to run out of food this winter, unless we happen to find another source of food from without--or perhaps within our own slaves--our members will starve. There is another option; some of us have become more adept at gathering food from the environment, even in the destroyed cityscape, and have offered to teach it to the rest of the Brotherhood. However, this would come at a price: our focus on gathering food will mean that we will not be able to put as much effort into finding tech parts. [Scientific→ Environmentalist]


Reformed Society for Psychic and Paranormal Research

Little of note occurred within the Society. Aside from the normal work of salvaging and surviving, researchers and investigators worked on attempting to decode the mysterious holotapes found buried over the winter. They made little progress, citing a lack of manpower, although one researcher did theorise that the holotapes might have been buried due to an undesirable or illegal experiment that personnel wanted to dover up, yet still access in case necessary.

Shepaug Dam Survivors

The Shepaug Dam Survivors conducted a truly massive operation to salvage and clear the mantises out of the town of Washington. Hundreds of armed and armoured people were sent into the area. There were a few casualties, mostly to prisoner work-gangs who were sent into the most dangerous areas.

As the state authority of Connecticut, also attempted to mediate in a dispute between the Strontium Rangers and Barium Rangers over a host of stolen brahmin. With the diplomatic acumen of the Shepaug Dam contingent, it was determined that both sides were mistaken; the stolen brahmin had come from someone who had come to join the tribe. A settlement was struck in which the “stolen” brahmin would be split evenly between the two tribes. With the solution resolved peacefully, both tribes have been forced to respect the state government’s authority.

Meanwhile, an expedition was mounted on horseback, westwards in the direction of Poughkeepsie. They crossed through a virgin, non-threatening wilderness through the western reaches of Connecticut and into New York state. The road through Wingdale was overrun by maddened, feral radstags, who were driven off by laser fire. Near West Mountain State Forest, they came across a tribal group calling themselves the Crimson Lizards, who claimed that they had been driven off the road by “armed knights.” Tymor Park had been overrun by yaoguai. At the Taconic State Parkway west of Billings, they came across another checkpoint of armed knights; these were easily despatched.

At the end of the road, they found that Poughkeepsie was under the control of what appeared to be a walled, truly massive feudal settlement, with stone walls cutting uncaringly through pre-War streets. It seemed that the Archbishop of Canterbury had been sent from here. On the far side of the walls was a giant spire, stretching out to the sky. On horseback, the Shepaug Dam explorers were able to avoid any confrontation. While there, they also made contact with what purported to be another branch of the American government: extremely heavily-armed people calling themselves the “Emergency Wartime Officer Corps.”

Challenge: The realisation that another organisation, apparently descendent from military personnel stationed in West Point, claims to be a branch of pre-War government has sent shockwaves through our leadership. Some are denying that they are rightful authority at all; others note that they operate outside the state of Connecticut, and are therefore not our concern. Still others, however, bring the impressive weaponry they wield, and suggest that we open a line of communication with them. How should we react?


Vault 350
Spoiler :

One fine summer day, the dwellers of Vault 350 awoke to the sound of an expedition returning from the direction of New Haven--with great, green-skinned, hulking humanoids in tow. The Vault-Dwellers were quite startled, but in stepped Overseer Wayne Washington, assuring that all was well, that the beings were known to the expedition. They were told that the beings had emerged from the realm that lay beneath the New Haven ground--the underworld. It was said that they had been known to the explorers for some time, and the explorers had been busy working to communicate with them. The Vault-Dwellers have taken to calling them “underworlders,” for they come from the underworld that appears to lay even beneath their own underworld. The revelation has proven a great shock to the Vault, utterly dividing it, but it is only the latest in a sequence of particularly strange events, and the Vault-Dwellers’ tolerance for such things has been greatly heightened. In any case, these underworlders, referring to Overseer Washington in grunted tones as “King Wayne,” have joined the Vault-Dwellers, after a fashion.

Meanwhile, the Vault-Dwellers turned their attentions north, to the Skull and Bones raiders, and their slaves, occupying the ruins of North Haven. A band of combined underworlders and humans headed north, as a diplomatic mission, bearing the armour of Ishtar, and delivered the raiders a warning: that Ishtar wished them to move north, else they would face grave danger.

Naturally, the Skull and Bones, with little of knowledge of Ishtar’s true nature, utterly rebuffed these moves, and therefore further action was required. So, the Vault-Dwellers took their delivered the mysterious figurine from Fair Haven to the raiders--from above. With a vertibird overflight, trained operates dropped the figurine down into the middle of the settlement, creating quite the commotion.

Vault-Dweller scouts reported what happened next: the figurine, an idol of impossible things, quickly fell into the good grace of North Haven’s slaves. En masse, they seemingly began incanting in ancient tongues, refusing to work, and even striking back against their masters.
The slavers attempted to turn their robots against the slaves, only to find that the protectrons and Mister Handies turned upon themselves instead. The slavers tried to fight themselves, only to find that their weapons did not work, or even broke apart at the slightest touch. The Skull and Bones, reduced to quivering hulks, fled further north--in the direction of Meriden and Southington--while the former slaves have retaken the town--and are now calling it Nippur, and have established communication with the Vault.

Atlantic Raja

From the crenellations of their ornate home, the Raja began looking outwards for the first time. They combed through the Atlantic City ruins surrounding their home, in addition to building a dock. The only inhabitants of Atlantic City, or at least the eastern half, were a few persistent homesteaders and scavengers who had eked out a living since the War, and the city was eerily quiet. There seemed to be a collection of firelights and smoke lines rising from the southwest--the direction of Ventnor City--but this remained unexplained.

Meanwhile, a small exploration party followed the still-intact Atlantic City Expressway through to the mainland. They encountered a small, peaceful seaside village in Pleasantville, who greeted the Raja warmly, and explained that they, too, had been receiving the odd signals, without any knowledge of their origin; any people sent further northwest had disappeared. Pressing further towards the airport, they found the reason why: the area inland of the Garden State Parkway seemed to be the territory of raiders, dressed as caricatures of mediaeval knights and operating from a concrete castle in an amusement park once known as Storybook Land. The forward explorers sighted the raiders, and chose to retreat rather than attempt to brave them or engage. It was, however, noted that the raiders tended to avoid the airport; indeed, at one of the entrance roads to the airport, they sighted two figures in combat armour far more advanced than the raiders’ capabilities.

How should we treat them, and others who might wish to live among us?


Sovereign Fortuna Guild

The relationship between the Guild and the mysterious Institute grew, as the Guild agreed to give the Institute dock access, in exchange for food. Guild citizens have watched small Institute synths arrive on occasion to unload more of the synths, keeping their distance. The Guild’s own synths, on the other hand, have been put to work on weapons tests--something they have proven more proficient than even the humans.

Meanwhile, the Guild continued salvaging and scouting. Their parties south of Sound Airfield Services came across another party from a village to the southwest: Sagaponack. They were a poor folk, most clad in what looked like deathclaw skins, and they fled from the sight of the Guild. Meanwhile, another party headed north, to North Haven, in an attempt to clear the mirelurks. While some were killed, others were unsuccessful due to lack of numbers.

Send the 5 leftover ghouls to chase rumours about the Order of the Holy Wound in New Jersey. Give them some leather armor and energy weapons, and hope they have the sense to lay their heads low and not attract attention.

Rise of the Confederacy
The Chem Dogs in cooperation with the Kings & Queens of Valley Forge, announce now that they are pooling together their resources, strongholds and manpower to form a Confederacy of Raiders with the intent of solidifying their position in Valley Forge in wake of their war with Vault 77. Henceforth, the areas of Valley Forge and surrounding lands are property of the confederacy - and all settlements, homesteads and peoples under this new banner are obligated to pay tribute in fresh manpower, food and supplies every half year in exchange for "protection".

It is the purpose of the confederacy to organize raids, ensure mutual protection and profit between the confederate gangs, and to expand across the wasteland as a single entity under a centralized democratic leadership. An attack on one is an attack on all, and all gangs are expected to pool in on terminating a threat to the continued existence of the confederacy.

As far as leadership goes, all gangs of the confederacy will have a representative boss who will take active part in managing the confederacy as part of the council. Like in the days of the old world, all matters will be held to a vote before proceeding.

We would be happy to assist you. Our population is not well versed in the matters of land warfare as some factions are. However we are expert in everything maritime.

We could sail our 4 galleys west to the mouth of the Susquehanna River, operated by 40 experienced sailors. We would outfit the galleys with siege weapons for longe range engagement and naval warfare, as long as you could provide the munitions for these weapons (50 scrap is the LT siege ammo requirement) as our resources are stretched thin with our home buildup. This force would then pick up 160 of your personnel, who would be the primary force for any land operations involved, and assist with the rowing of the ships as directed by our sailors. The force would sail north on the river in search of your objective. Does this fit with what you were hoping we could assist with?

While we are engaging, we do have a pair of questions to ask. First, do you have any knowledge of the Eye of Horus, which has troubled factions around Philadelphia? Second, would you be able to share your maps and knowledge of settlements, dangers, and interesting locations around the Northern Chesapeake and along the Susquehanna River as far north as you have traveled in order to assist out efforts to establish a trading network in due time?

Brothers and sisters we have a proposal.

Ammunition is running scarce in the wasteland. To the north, west, and south our region is surrounded by significant raider threats. In order to adequately protect our settlements, we need a source of ammunition moving forward. The AML is on the cusp of building an ammunition plant with the specialized resources we have in our possession; however we are short of scrap parts necessary for the initial structure.

Therefore we propose a collaboration. We are a trade league. We had intended to sell ammunition to your settlements at a 2.5:1 scrap to ammo rate, given the scarcity of the resource. If our settlements instead collaborated to build the structure, we would instead sell ammunition to you at the base rate of 1:1 scrap to ammo for the first 1500 units of ammunition, and a 1.5:1 rate thereafter. We need 2000 scrap parts to build the structure. We propose that we split that cost equally among us and reap the benefits as a region. If all 5 of you participate, it would be 400 scrap per settlement. The cost would of course go up if not everyone wants to participate, a matter of simple division.
