Is adding milk in tea a thing outside of UK? I've never seen it anywhere but there.

Not as far as I'm aware. I think they probably do it in at least some of the countries colonized by the UK over the years but don't know.
Captain Janeway would drink it in a pinch. If she can't have it black and plain, anything with caffeine will do.
Not everyone is into milk. My housekeeping helper was over yesterday, and since she's gone vegan I've had to endure numerous lectures on the evils of milk (I have told her that it's not a conversation topic that will be of any benefit to either of us since all it does is make me defensive about what's in my fridge; I drink milk every day and have no plans to stop).That's what milk is for...
I feel like Obelix in these sorts of moments.
Coffee isn't on my list of things I'd drink willingly, but I can see how some people would enjoy the contrast in taste and even texture (warm/hot liquid and cool, crunchy ice)... reminds me a bit of the time back in the '70s when we went camping out in the mountains on Thanksgiving weekend and my hot chocolate froze.
Yes, it's a thing with some people in Canada. I don't know if it's just with some ethnic groups, but my grandmother tried to convince me to do it so I'd learn to like tea.
I reluctantly tolerate tea if someone is determined to serve it to me. That said, I have enjoyed a cup of cranberry or cinnamon tea on occasion... as long as it's liberally laced with honey.

If it's a cold drink it's pretty good, actually. But yeah, milk in hot things is absolutely disgusting.
