TEXARKANA, Texas - Poisoned pigeons began nose-diving into pavement and dying on downtown sidewalks, marring the city's annual festival.

Authorities cleaned up more than 25 sick or dead birds that apparently had eaten poisoned corn from the roof of a nearby bank branch.

"The death of these pigeons was more than an unfortunate accident," local CapitalOne Bank President Lacy McMillen said in Tuesday's online edition of Texarkana Gazette. "It was not the intention of the bank to harm any of these birds."

McMillen said the bank hired an exterminator to handle its pigeon problem after a bird entered the bank and defecated on a customer.

The company hired, Anti-Pest Co. Inc. of Shreveport, La., said its goal with the treated corn was to sicken pigeons so they would leave the rooftop. Death was sometimes an unfortunate side effect, company president Jarrod Horton said.

A similar pigeon control effort at a hospital in Schenectady, N.Y., led to a hazardous materials incident in July. Emergency workers spent hours searching the hospital grounds and putting dead birds in red hazardous-waste bags after an exterminator use a pesticide to get rid of pigeons on the roof. Fire Chief Robert Farstad had described the scene as birds "coming down like dive bombers."

Vera Martin, working at Texarkana's weekend Quadrangle Festival, said the poisoning in the Texas-Arkansas border city sends a bad message to children.

"I think it's cruelty to animals," she said. "What other animals could be killed in the process of doing this?"
Actually, this was a subtle reminder to their customers to make sure their payments are on time.

MADRID, Spain (AP) - Spanish police officers settling in for a video presentation on how to get promoted to sergeant were instead shown footage from a hard-core pornographic film, officials said Tuesday.

Howling laughter rippled through the auditorium where 120 Madrid city police officers had gathered Monday to see the video on operations at an academy where they are to study, the Madrid regional justice and interior ministry said.

A ministry official said computer technicians have blamed the glitch on a Trojan Horse computer virus that activated when the computer containing the video was turned on.

"It was just bad luck that the virus activated right then," said the official, who could not be named because of department rules.

The person operating the computer stopped the video and turned it back on several times but each time the porno movie came back on, so the operator eventually just shut the computer off altogether, the official said.
In an unrelated story, police recruitment in Madrid is up 200%.

VIRGINIA BEACH, Va. (AP) - Police were looking for a man who reprogrammed a gas station ATM to give out four times as much money as it should.

Surveillance footage shows a man walking into the gas station at 6:17 p.m. on Aug. 19, swiping an ATM card and punching in a series of numbers, breaking the machine's security code. The automated teller machine was reprogrammed to disburse $20 bills but record it was a $5 debit to his account, Virginia Beach Police spokeswoman Rene Ball said.

He returned a short time later and took out more money, but authorities did not say how much. The card was prepaid and can be purchased at several locations, so police are not sure who is behind the theft.

No one noticed until nine days later, when a customer told the clerk that the machine was giving out more money than it should.

Police are investigating the incident as fraud.

My sister's old computer got that one I think - came up when opening Internet Explorer.

My dad says, "I opened IE and got some X-rated site! :eek:". It's got the virus in it, so I'm gonna install Norton AV (again...).

NORWICH, Conn. (AP) - Oh baby! Marie Michel's fifth child was one for the record books. Michel gave birth to a 14-pound, 13-ounce boy Tuesday at William W. Backus Hospital.

Backus officials said the newborn - Stephon Hendrix Louis-Jean - broke the 18-year record for the biggest baby ever born at the hospital by 1 pound, 13 ounces. He was nearly 23 inches long.

"He's built like a linebacker," said Dr. David Kalla, who delivered the baby by Caesarean section.

After nine months of carrying Stephon, 36-year-old Michel said she was more tired and happy to have given birth than all the attention her baby was receiving.

"I was miserable," Michel said. "I couldn't sleep at night. My 13-year-old son had to help me get in and out bed."

The baby's size came as no surprise to his mom. Michel's oldest son weighed 9 pounds at birth, her 8-year-old twin sons each weighed 8 1/2 pounds and her youngest son, age 3, was nearly 12 pounds.

Michel's husband, Vijens Louis-Jean, a truck driver, was coming from Florida to see his son.

Less than 24 hours old, the baby was fitting into clothes for a 6-month-old and was too big for newborn diapers.

"I have baby clothes but I don't think they will be able to fit," Michel said. "I think I will have to return them."

Screenwriter Joe Eszterhas, who penned films including Basic Instinct, Flashdance and Showgirls, criticises a string of stars in his new tome, the New York Daily News reported.

Val Kilmer, Michael Douglas and Robert De Niro are all targeted in the The Devil's Guide to Hollywood: The Screenwriter as God, according to the newspaper.

And Eszterhas apparently claims Stone's behaviour “so annoyed the crew on one of her movies that they relieved themselves into a bathtub before Sharon got into it for her scene”.

VIENNA, Austria (AP) - Organizers of a campaign trying to clear Vienna's streets of dog droppings urged residents Thursday to record how many turds they see in the space of five minutes and report the figure as part of an impromptu census.

The Vienna Dog-Dropping Initiative said it would compile the figures and present them to city officials on Monday as part of its stepped-up effort to pressure the Austrian capital to deal with the problem.

In May, activists collected 157,000 signatures on a petition demanding that the city launch some kind of cleanup program and toughen penalties for dog owners who don't clean up after their pets.

But organizers said they were losing patience. "At first, they said it would begin in the summer. Then it was the autumn," Petra Jens, a spokeswoman for the campaign, told Austrian television.

Jens said the information provided by residents would help determine what parts of Vienna are most soiled by dogs and provide an overview of just how many droppings are out there on any given day.

heh, the main problem with that is that he uses the same excuse for his parents "steven sent me it" so now neither of us is allowed at the other's house because the parents think we're sex fiends :(

Cross-country running in schools could be a form of child abuse that breaches human rights, teenagers have been told.

A textbook used in citizenship classes claims the traditional activity is a form of physical abuse.

The guide, which tells pupils their legal rights, suggests cross-country is as damaging as bullying.

PE teachers and health experts yesterday described the guide as 'indefensible'.

More than 30,000 copies of the book have been sold to schools across Britain by Coordination Group Publications, one of the country's biggest educational publishers.

The guide is targeted at 14 to 16-year-olds and designed for use in citizenship lessons, which became compulsory in secondary schools four years ago.

In a chapter titled 'Your Legal Rights', pupils are told: 'You have the right to be protected from emotional or physical abuse.'

The book goes on to give just two examples - bullying and cross-country runs.

But the Association for Physical Education, representing 3,500 PE teachers, branded the guide 'nonsense'. Its chief executive, Professor Margaret Talbot, said: 'It is indefensible to equate crosscountry with child abuse without any qualification.

'It is a nonsense. Cross-country in schools today is properly organised and supervised and there is no question of child abuse.'

Meanwhile doctors warned that misguided concern over human rights could threaten children's long-term health.

Dr Ian Campbell, medical director of the charity Weight Concern, said: 'This is absolutely mad and I can't imagine where they got it from. If they are suggesting physical activity of this nature is against human rights, what will they try to do next? One could say the same about a maths class.

'Schools should lead by example and encouraging physical activity is really important. Cross-country is a valid example of the sort of exercise children should be doing.

'Getting out of the classroom on to an open field and some fresh air has huge benefits.'

Details of the textbook emerged as ministers face a growing public backlash over the Human Rights Act, which has already been criticised for restricting teachers' authority to discipline pupils.

An influential committee of MPs and peers has warned that frogmarching unruly children out of classrooms by the arm could infringe their right to privacy, dignity and physical integrity. But a spokesman for Coordination Group Publications told the Sunday Telegraph the guide was a 'light-hearted' attempt to promote debate. She added: 'We are trying to make serious subjects accessible to young people.'

Police swooped last week after two groups of strippers gave "obscene performances" at a farmer's funeral in Donghai County, Jiangsu province, Xinhua news agency said.

The disrobing served a higher purpose, the report noted.

"Striptease used to be a common practice at funerals in Donghai's rural areas to allure viewers," it said. "Local villagers believe that the more people who attend the funeral, the more the dead person is honored."

Wealthy families often employed two troupes of performers to attract a crowd. Two hundred showed up at last week's funeral.

Five strippers were detained and local officials "issued notices concerning funeral management," Xinhua said.

Now village officials must submit plans for funerals within 12 hours after a villager dies. And residents can report "funeral misdeeds" on a hotline, the report said.
