It's been there for ages, tho. What stars are close to ecliptica does not change noticeably on a time scale comparable to recorded human history.

That's only partly due to precession; that list identifies the constellation with their Delportean borders, which simply weren't around when astrology got started. I would be inclined to assume that those who first conjured up the Zodiac did not consider any part of the Ecliptica as belonging to Ophiuchus.
(Oh, and of course, the stars have been essentially stationary since the Zodiac was designed. What's changed is the direction of the Earth's axis.)
