China, obviously. As a democracy, India could not really enact the policies that were necessary to stop rapid growth and thus create a large middle class. I am sure that India will ultimately become a great power, and its citizens will ultimately have a better quality of life; China could do it more quickly, though, with such things as the one child policy.
