Casa de Contratación - 23 (22+1) - It's not an every game wonder... but with the right continental conditions this wonder is ridiculous. You'll also be running the Colonial Taxes policy in games where you want to build this for a whopping 40% gold and 25% production bonus to all cities not on home continent. It's not just for England or Spain. It works on Pangaea continental divides. If you play wide as I do, that could be 10+ cities with this bonus. The governor promotions and Great Merchant points, plus the fact that it comes much earlier, can give Big Ben a run for the money (literally). And it can also kick out a ton more production empire wide than Ruhr can do in one city.

Adding an extra population to every city without extra amenities is something you can only afford to do once victory is already assured.

Forbidden City – 29 (31-3=29) This isn't a power house like the Pyramids, Coliseum or Eiffel Tower. It's nice to have but I frequently feel that the hammers could be better spent on something else.

Oracle - 22 (21+1): Used to hate this wonder, as you would often get beat and requires you to use up a hill tile. However, with R&F I often find myself building a faith infrastructure in the early game for the monumentality dedication and this gives me an outlet for that faith infrastructure in the late game. That plus the Pingala Gov promotion makes this wonder great to have in R&F.

It should be 30 before your vote for the Forbidden City. Shadows original answer was correct but he typed in the wrong thing in his math.

Huey Teocalli - 16 + 1 = 17: I think this wonder has more potential than ever, especially with lake UI like Netherlands. Doesn't this synergize with Auckland also? Maybe in a small map you won't have the lakes to be worthwhile, But I almost always play on large and have rarely felt this wonder was a waste.

Yea you can put it towards spaceship parts but then again if you just bought the spaceport as quick as possible you could put that production into the parts and skip the wonder. I've never found this to be the key to winning a game, if I can build this I was going to win anyway.
