This also gives amenities to sweeten the Empire wide tile buff. I agree the tech placement is poor and the AI competes for it, sometimes in their only lake tile annoyingly. I guess I am incredibly lucky with lakes in my games, I've never found trouble placing it.

Suddenly you can build much more seaside resorts and the older ones become more valuable, besides building a farm in a nice place and replacing it with neighbourhood with the Public Transport card can bring some nice side income as well. And also, if you had no suitable place for national parks, ET will open a few opportunities.

But then I get tired to move all that swarm of ships around. Even on continents map it is more than enough to have only a moderate fleet.

Artemis is likely to give more amenities, and it's far easier to build, requiring only a tile improvement, while the Colosseum requires a district. Getting some extra culture and a bit of loyalty that you often won't need isn't enough to compensate for these downsides.

If facing serious opposition, a player building more units will beat one building fewer (or only upgrading old ones). If not facing serious competition, more units still means substantially wider/faster conquest. To those saying its unnecessary with naval production policies, the two stack, and 4x is better than 2x.

EDIT: I must apologize, as my theatre square analogy for the colloseum is somewhat off the mark. Theatre Squares offer no loyalty bonus and get better over time as they build 2nd and 3rd tier buildings, plus attract great people. I'd like to amend it to 14 monuments (and, of course, the original 7 entertainment districts). Entertainment districts also improve over time, but you'll have to wait quite some time...

Venetian Arsenal - 8 - 3 = 5. I want to like this wonder, but coastal wonders are already kind of tough to place, and you probably have to build an industrial zone especially for it too. It can be great situationally, but otherwise like was mentioned, it doesn't really help with any particular victory type unless you want to mass battleships.

At least Basils gives you tourism. This wonder does provide good return in rare circumstances but just not often enough to keep it on the board - I guess it does if you play Nubia all the time)
