Alhambra - 7
Apadana - 1-3=-2 (ELIMINATED) - Sigh... Can't save it, so I'll at least finish its suffering. I have to agree that the placement restrictions are quite a big problem, though.
Big Ben - 30
Colosseum – 29
Cristo Redentor - 22
Eiffel Tower - 23
Forbidden City - 33
Great Zimbabwe - 14
Hagia Sophia - 7
Kilwa Kisiwani - 18
Mausoleum at Halicarnassus - 18
Oracle - 25
Oxford University - 23
Potala Palace - 18
Pyramids - 35+1=36 - Saves lots of cogs/money to me, and requires only a useless desert tile. What more could I wish?
Ruhr Valley - 18
St. Basils Cathedral - 22
Temple of Artemis - 24
Terracotta Army - 12

Colosseum – 29+1=30 Who can not want the amenity benefit?
Cristo Redentor - 22

Big Ben - 30
Colosseum – 30
Cristo Redentor - 22
Eiffel Tower - 20
Forbidden City - 33
Great Zimbabwe - 11 (14-3) Very complicated trade-route-based bonus; makes my head spin.

Mausoleum at Halicarnassus - 18
Oracle - 25
Oxford University - 23
Potala Palace - 18
Pyramids - 37 (36+1) Extra builder charge is so simple that even I can use it.

Temple of Artemis - 24
Terracotta Army - 12

Alhambra - 7
Big Ben - 30
Colosseum – 27 (30 - 3) I still think this loses a direct comparison to Temple of Artemis. Having to build an entertainment complex first (when you aren't going to need if for quite some time once the wonder's finished) is a major downside.
Cristo Redentor - 22
Eiffel Tower - 20
Forbidden City - 33
Great Zimbabwe - 12 (11 + 1) This belongs in the top tier. What are you going to do with a policy card wonder, for instance, that's better than 8 gold (or 10 or 12...) per trade route?

Cristo Redentor - 22
Eiffel Tower - 20
Forbidden City - 33
Great Zimbabwe - 12
Hagia Sophia - 4 (7-3) Too Religious specific to maintain worthy general rankings held by any of the (current) best.
Kilwa Kisiwani - 18
Mausoleum at Halicarnassus - 18
Oracle - 25
Oxford University - 23
Potala Palace - 18
Pyramids - 37
Ruhr Valley - 19 (18+1) Within 10..15/20..25 turns at most.. its initial cost is fully paid-back in a Capital or by your most productive cities. While you've enjoyed accelerated results on anything you really want or plan to rush for in the future.

Terracotta Army - 12

Alhambra - 7
Big Ben - 30
Colosseum – 27
Cristo Redentor - 22
Eiffel Tower - 20
Forbidden City - 34 (33+1) The one wonder that I want to have in every single game. Really flexible, useful bonus.

Oracle - 25
Oxford University - 23
Potala Palace - 18

Oracle - 25+1=26 Something always nice to have
Oxford University - 23
Potala Palace - 18
Pyramids - 37
Ruhr Valley - 20-3=17 It's really on the same level as the other 1 city wonders except this comes way too late for its own good.
St. Basils Cathedral - 16
Temple of Artemis - 24
Terracotta Army - 12

Alhambra - 7
Big Ben - 30
Colosseum – 27
Cristo Redentor - 22
Eiffel Tower - 20
Forbidden City - 34
Great Zimbabwe - 13 (12 + 1) just built this in my Egypt game in a city with 7 bonus resources. Plus 14 gold to all routes! Situational but powerful
Hagia Sophia - 1 (4-3) bonus doesn't seem worthwhile

Kilwa Kisiwani - 18
Mausoleum at Halicarnassus - 18
Oracle - 26

Big Ben - 30
Colosseum – 27
Cristo Redentor - 22
Eiffel Tower - 20
Forbidden City - 34
Great Zimbabwe - 12
Hagia Sophia - ELIMINATED (4-3) Only useful for a religious victory, which I never go for.
Kilwa Kisiwani - 18
Mausoleum at Halicarnassus - 18
Oracle - 26
Oxford University - 23
Potala Palace - 19 (18+1) Good for a culture victory, and it looks cool.
Pyramids - 37
Ruhr Valley - 17
St. Basils Cathedral - 16
Temple of Artemis - 24
Terracotta Army - 12

Alhambra - 7
Big Ben - 31 (30+1) Doubled Treasure + 1 slot for economic policy = easy top5.
Casa de Contratación - 25

Colosseum – 27
Cristo Redentor - 22
Eiffel Tower - 20
Forbidden City - 34
Great Zimbabwe - 10 (13-3) Good wonder, but its placement is very difficult, almost never I can build it.

Oxford University - 23
Potala Palace - 19
Pyramids - 37

Great Zimbabwe' points were fixed. And I brought Casa de Contratación back, it had disappeared to a few posts ago.

Mausoleum at Halicarnassus - 15 (18 - 3) GA not much good IMO, plus I value Campuses > Commercial Hubs > Theatre Squares over Industrial Zones. (apart from when playing Germany)
Oracle - 26
Oxford University - 23
Potala Palace - 19
Pyramids - 37
Ruhr Valley - 18 (17 + 1) Comes "way too late"? I wouldn't classify the start of the Industrial Era as way too late, that is right in the middle of the game. (you still have the rest of the Industrial era, Modern era, Atomic era and Information era)
St. Basils Cathedral - 16
Temple of Artemis - 24
Terracotta Army - 12

Alhambra - 7
Big Ben - 31
Casa de Contratación - 25
Colosseum – 28 (27 + 1) Typically provides 2 to 3x the amenities of the Temple of Artemis (8 to 12 versus 2 to 4). Plus 8 to 12 culture as well, which is much better than extra food/housing. You'll get the Colosseum later in R&F than on release, but I generally want at least one fully developed Entertainment Centre somewhere, and the considerations for tile placement of that central Entertainment Centre line up with the considerations for placing the Colosseum. Getting this Wonder in the right place really helps speed you through the mid-game and lets you devote resources to other things besides culture and amenities.
Cristo Redentor - 22
Eiffel Tower - 20

Oracle - 26
Oxford University - 23
Potala Palace - 19
Pyramids - 37
Ruhr Valley - 18
St. Basils Cathedral - 13 (16 - 3) Has it's uses, but so do Petra and Chichen Itza. The extra relic slots come a bit late for a religious oriented culture victory.

Pyramids - 37
Ruhr Valley - 19 = 18 + 1. Top 5 wonder.
St. Basils Cathedral - 13
Temple of Artemis - 24
Terracotta Army - 9 = 12 - 3. Most useful as a domination wonder, but you don't really want to build wonders when going for domination. You want to take them.

Alhambra - 4 (7 - 3) - Mine is still better.
Big Ben - 31
Casa de Contratación - 25
Colosseum – 28
Cristo Redentor - 22
Eiffel Tower - 20
Forbidden City - 34
Great Zimbabwe - 10
Kilwa Kisiwani - 18
Mausoleum at Halicarnassus - 16 (15 + 1) - Still see no way it can be below Potato.

Potala Palace - 19
Pyramids - 37
Ruhr Valley - 19
St. Basils Cathedral - 13
Temple of Artemis - 24

Alhambra - 4 + 1 = 5 (Military policies are great: Raid, + unit production, - maintenance, etc... I find these to be much more impactful than diplomatic)

Potala Palace - 19
Pyramids - 37
Ruhr Valley - 19 - 3 = 16 (All you need for SV are builders and Reyna now making this wonder a waste of hammers if you have plenty of gold)
St. Basils Cathedral - 13
Temple of Artemis - 24
Terracotta Army - 9

Alhambra - 5-3=2 Going to die anyway.
Big Ben - 31
Casa de Contratación - 25
Colosseum – 28+1=29 Reduces amenity problems for the rest of the game.

Alhambra - 0 (2-3) ELIMINATED! Why would anyone need a Fort aside from that required encampment -- anyway?
Big Ben - 31

Ruhr Valley - 17 (16+1) If any AI you're up against build it (!Germany!).. they'll gain that splendid production advantage instead of YOU, right?
St. Basils Cathedral - 13

Potala Palace - 19
Pyramids - 37
Ruhr Valley - 13 (16-3) This one should have been eliminated in one of the first places. At least earlier than Great Library. I cannot understand why it is still here.
St. Basils Cathedral - 13
Temple of Artemis - 24
Terracotta Army - 10=9+1 At least better than Ruhr Valley.

Big Ben - 31
Casa de Contratación - 25
Colosseum - 30 (29 + 1) - The glory of Rome can be yours! A fun wonder that provides great bonuses, and I like wonders that affect a radius. You can imagine being the emperor and pretend to be in gladiator :D
Cristo Redentor - 22
Eiffel Tower - 20
Forbidden City - 34
Great Zimbabwe - 10
Kilwa Kisiwani - 18
Mausoleum at Halicarnassus - 16
Oracle - 26
Oxford University - 23
Potala Palace - 19
Pyramids - 37
Ruhr Valley - 13
St. Basils Cathedral - 13
Temple of Artemis - 24
Terracotta Army - 7 (10 - 3) - I can see why Lily_Lancer would like this more than Ruhr Valley, and I don't mind this wonder, but it seems like unless you have a big army, or are planning a cultural victory rush, you won't get much out of it. Hard for me to downvote the others when I mostly play peacefully and they all seem to reward that more.
