Good point - thats true. Yet police reform on federal level is possible by passing legislation eg. stricter rules on gun use., banning rubber bullets etc

Riots that cause decades worth of economic damage might be the only way to get the police to reform.
Peaceful protests the last 5 years didn't do much.
As for why rioters don't burn down police stations, those are not gun-free zones full of goodies.
The Terminator, a robot cyborg from the future, took a fair amount of damage destroying a police station and it was a walking tank essentially.
In real life, the last guy who went to war with the cops (Christopher Dorner) caused a manhunt that led to innocent people being shot by the cops.
He was eventually pinned down in a cabin, and the cops set the cabin on fire until he died.

Part of being in USA these days.But please do not try to pretend that "well, you are somewhere in southern California driving a pickup truck" was legitimately turned into a capital offense without necessity of judge and jury. The cops, as always, over reacted with violence against the public, and as always received no consequences whatsoever.

Threats from Dorner to target law enforcement command centers “created an environment that was significantly different from other shootings,” the document said. The officers, the memo said, saw a vehicle similar to the one Dorner was believed to be driving crawling down the residential street with its hazard lights and headlights on. One officer said he mistook the sound of a newspaper hitting the ground for a gunshot, the memo said.
“The fear of Dorner was understandable and justified,” the document said. “There is no evidence to suggest that the officers did not honestly believe that Dorner was in the vehicle, nor is there evidence to suggest that the officers did not honestly believe they were being fired upon.”
Hernandez was shot twice. Carranza suffered cuts to her hand, likely from broken glass. Both women survived and received a $4.2-million legal settlement from the city.
The memo said that once the women’s vehicle came to a stop, “the barrage of gunfire was tremendous, and troubling.”

Because, sure, a guy who has taken out some cops is gonna cruise around in the predawn quiet with his ******* emergency flashers on. I mean, that makes complete sense. This was straight up "someone shoots at us, we're gonna shoot at everybody. The cop response and the bullfeathers they served up at press conferences...by the time it was over I think half of southern California felt justified in pulling for Dorner.
Of course, the findings of the civilian oversight commission, unless I'm wrong, consisted of this:The department's Use of Force Review Panel had found the shooting justifiable, but [Police Chief] Beck overruled and the civilian oversight commission agreed with him.
