The next deadline has been corrected on the front page. Orders are indeed due Wednesday, a bit of a switch up from usual.

I've been a bit slow getting to the stat changes I've been meaning to do, but I've been greatly distracted by RL for the past couiple of days, particularly regarding my relapse into a certain drug of the mind. Now I do have a preliminary schedule for the next few updates, and things will be getting wierd for a little while. There is no room for deviation off this schedule, barring absolute update cancellation. Therefore, for your convience, here's the following schedule:

Update 16: April 30 (This one may be subject to cancellation)

As of May 30, I willl be a married man, and the schedule will be up for complete revision. I will not return to NESing after that point until around June 7. Shortly thereafter we will return to a regular process of updating and keeping up with the NES, probably in greater detail than before. Hopefully I will be working a regular job, which will mean different due dates and times for our regular process of updating.

What if nations do not desire Red Cross assistance? Who will enforce such a law? Enacting a law such as this will likely lead to similar situations to those that occurred in Mexico. There are many opportunistic Imperialist nations eager to take advantage of those in need and the Red Cross can easily provide an excuse for such action.

We don't truly know a way with which to enforce a law such as this, as international legislation isn't existing, but we still believe that the International Red Cross should be allowed in countries to help in any humanitarian crysis. The rules of war stated in the meeting of Geneva would enforce the strictly apolitical character of the Red Cross, and that would mean that the Red Cross would not be used for nothing similar as what happened in Alaska and Hawaii. The international community would not allow it, and we would be the first to enforce that part, even if it is against our own allies (of course, through diplomacy). Would that be enough for you?

OOC: I never agreed with Deseret having 10 EP, it's an unpopulated desert with little to no reason to be on par with many heavily industrialized nations.
 
EP isn't the same thing as industry. A badly industrialized country can be worth less than a well run agricultural country. Also, Deseret isn't in desert. They have some of the best farmland in North America.

The riots in Bringhampton rage on and the skyline is filled with smoke from burning buildings, the fire brigades race here and there, but at the Presidential Compound, the troops are terrified, these veterans have never fought this kind of war, this is their own family, their own country that is under attack, and they are ordered not to open fire unless attacked. This makes the troops very uneasy, the mob now stands at 2,500 strong and they are just mere feet from the Presidential Compound, the troops are armed with rifles, but this fact alone does not calm their nerves, not even the fact that they have reinforcements arriving in a few hours, for them it is an entire Brigade of 1,000 protecting the President and his cabinet from a bloodthirsty mob of 2,500 and growing. Their division of 10,000 is just 4 hours away, their orders; Protect the President to the last man.

As the sun sets lower and lower, the mob begins lighting torches, the troops can see their faces in the glow, and quickly individual soldiers began praying that they survived the attack should it come. Major Young made his way to the front of the brigade and faced the mob and spoke, "Citizens of Deseret, please disperse immediately, the President has already informed you that he will work with your minority leaders in your regions and help you. But this is not helping your cause, so I am asking you to please disperse and allow the President and his family to sleep in peace."
A murmur floated around the mob and Major Young smiled, just maybe, they can get out of this alive. Suddenly Major Young kneeled, a look of surprise on his face, the troops stared in horror, the mob momentarily stunned, someone, somewhere had discharged a weapon. Suddenly Bringhampton fell into anarchy, the troops immediately fired into the mob and a melee took place. President Salt rushed outside and saw the chaos erupting, he immediately fell to his knees and prayed to God for assistance. Lieutenant Gilford saw President Salt and immediately jumped next to him and begged the President to evacuate. With a helping hand, President Salt agreed, and went back inside the building, but watched the action from a safe location with 15 troopers from his guard.

After several hours, President Salt's family has been evacuated from the Compound, the Brigade is close to being overrun, and the last firefight is now for control of the Compound, the mob continued to receive reinforcements from other parts of the city. President Salt refused to evacuate, his guards now stand near his doors ready to give their lives for their Prophet. Suddenly the mob began to bang down the door, through the banging, President Salt talked to his Guards, trying to persuade them to lay down their arms and try to escape, but his Guards would not have any of it, they will protect him to the end. The door began to splinter, the Guards took up position and prepared to fire, suddenly the banging stopped, and gunfire could be heard in the distance. The Guards stared at each other, then at the President, they were confused.

Meanwhile Joseph's son, Hyrum was trying to fight off 5 men which remained of the 20 that ambushed the family's escape, the Guards were all killed, and the women were huddled near the wall praying for protection, when suddenly a voice was heard, "Lay down your arms!" Hyrum looked towards the voice and nearly cheered, 50 troopers stood at the ready with another 100 behind them, the cavalry has come to the rescue. The 5 remaining men immediately put down their clubs and put their hands up. The fight was over for them, the family is safe. As the Cavalry escorted the family out of the city limits, Hyrum spotted something, and pointed his mother in that direction, both smiled, the flag of the 2nd and 6th armies stood outside of a tent, reinforcements arrived. Hyrum asked the trooper nearest to him where the rumored 1st army was that was supposed to have been here by now. The trooper told him that the 1st army was deployed by an unknown traitor to another location, but they are now marching back. Hyrum could not believe it, even the military had traitors, it would be a long night, he just hoped his father will be okay.

One hour later, President Joseph Salt walked outside his compound, regiments from the 2nd Deseret Army stood outside the doors ready to repel any counter attacks, the compound stayed in their hands and the President is safe, Joseph turned around and looked at the compound, he could see the damage, broken glass, bullet holes, smoke damage, and dead bodies were everywhere. President Salt hung his head in sadness, how could it come to this, the once great nation of Deseret brought down in riots and war? An officer approached Joseph and spoke, "Sir, one of the fighters we captured said this, "The revolution has begun!" Further interrogation has revealed that the Socialists or Communists are starting this."
Joseph now realized why the bullet was fired, somebody wanted war. He would have to flee, he will take his family to a safe location and immediately place the armies under his command until he can figure out who is a traitor and who is not. Joseph turned to his Guards and said, "Lets leave boys."
 
The Ordonez Era

Despite the best efforts of Afonso Pena and his supporters to prop up the moderate wing of the Socialist Party Jose Batlle y Ordonez emerged victorious at the Party Congress. Vencensalu Bras and Hermes da Fonseca, the leaders of the moderate wing of the Party lost their positions on the Central Committee and instead Ordonez, Claudio Williman, and a number of other members of the radical wing of the Party were elected.

The Central Committee moved quickly to re-arrange the membership of the Political and Organizational Bureaus as well as of its Secretariat. A position of General Secretary was created and Ordonez assumed the title. Former supporters of Pena and Bras were stripped of their positions in the Political Bureau. After about a month the radicals had full control of the Party.

The takeover of the government proved to take longer. Delfim Moreira became the head of the Organizational Bureau and it was his job to ensure that the 'right' members of the Party were promoted while the moderates were held back. He went to work, for the first time in the history of the Union intentionally interfering with the local elections. Loyal members of the Party received special treatment and privileges to make sure they would be elected to the People's Council and when the Council met at the end of the year the Radicals held a solid, if not overwhelming, majority.

Jose Ordonez preferred to control the country from his position as General Secretary. At the Council he was elected to a mostly ceremonial position of Chairman of the Presidium, or President. His position as chairman of the Political Bureau of the Party would ensure that he would have absolute control over all policy decisions.

Along with Ordonez two of his closest colleagues received incredible power. Claudio Williman became the Chairman of the Council of Ministers, effectively placing him in charge of implementing the Socialist program in the country. In addition he assumed the Chairmanship of the newly created State Committee for Economic Planning which oversaw all government economic programs and a seat on the Political Bureau of the Central Committee of the Party with a mandate to develop economic policy for the country. His roles as a Secretary of the Party and a member of the Presidium of the People's Council were mostly decorative but helped solidify the perception that he was the second most important man in the country.

Contrary to that perception the second most important man was probably Delfim Moreira. Moreira did not join the government in any capacity but instead assumed the chairmanship of the Organizational Bureau of the Party. Effectively he was in charge of day to day operations of the party, decisions on promotions and demotions of party members, and their assignments to party work. In addition, he was placed in charge of coordinating the efforts of the Party with other Socialist movements abroad. And other than Ordonez himself Moreira was the only man to sit in the Secretariat, the Organizational Bureau, and the Political Bureau of the Party. At the Politbureau he was in charge of formulating foreign policy for the country.

The remainder of the government looked as follows:

As already mentioned, Claudio Williman and Delfim Moreira oversaw Economic and Foreign policy at the Politbureau. They were joined by Feliciano Viera who oversaw Security, and Baltasar Brum who oversaw Education, Science, Health, Social Affairs, and Culture.

Ok, i must intervene. Some of these pictures are disturbing and I've noticed a few are posted more than once under different nations. While I appreciate the sentiments and the few good shots, for the rest of you: 0 multiplied by any number of crappy pictures is still 0.

Some recommendations:

1. As I am aware, there is very rarely deep snow in Rio de Janeiro.

2. Yes, we all like pictures of leaders, it's good to have a face to the name. But, for the purposes of the movie, while faces are nice, they aren't exactly interesting for a video.

3. Attempt to insert originality into your flags/pictures. I really did like the old SUSA flag with the gun on it, was much neater than the generic one we have now. I would prefer the posting of quality pictures over a large quanity of them. As for the stripes on the SUSA flag and others, I'mnot sure why we'd have them as the USA was a failure in this timeline, so it'd make sense to come up with a more original design.
