The Ottawa River would work as a better border between Quebec and Canada.

And what of the Quebecois lands in Metis? Virginia would hope Quebec would return those lands to the Metis Republic.

Virginia would also support an agreement that allowed unfettered non-military shipping down the St. Lawrence and into Canada.
