To all peace-loving nations:
The world is weary of war. The last eighty years have seen ceaseless, senseless conflicts on the tiniest of pretexts--or, even, no pretext at all. More people have died since 1900 than were born in the 17th, 18th, and 19th centuries, combined. Let us make war no longer, and beat our swords into plowshares; for the first time in ten generations, let there be peace on Earth, and good will towards men.
The government of Borneo invites all concerned nations to the city of Hsinching (Jesselton, Kota Kinabalu) to establish a League of Nations--a parliament of humanity, to resolve our differences with words and not bullets; let us replace the anarchy between nations with an arrangement for collective security.
