Perhaps, but, as I said, in that period population-driven expansion tended not to be colonial. China suffered similar burdens, and reacted by expansion into less densely populated borderlands, overwhelming the native inhabitants through a mixture of military strength and sheer weigh of numbers. It's more probably to think that Byzantine may have made similar choices, perhaps expanding Northwards into the Balkans; it certainly suits the traditional tendencies of land-based empires such as themselves.
