    I would like to set up the base of operations for The Department of Combat Archaeology in the Urban Ruin of Orlando, headquartered in the University of Central Florida.

    Background: The Department of Combat Archaeology was founded by a group of adventurers and treasure hunters (or, as many people in the wasteland like to call them, thieves and raiders) under the leadership of the self proclaimed Doctor Roosevelt. Dedicated to preserving the history of United States (and its technological wonders) under their own, greedy enlightened hands, the Combat Archaeologists has launched an expedition to the ancient city of Orlando to recover its treasures.

    At this point, official diplomacy between factions that doesn't have to do with trade (which arguably could be done on the spot when a faction is discovered) isn't really possible.

    Challenge: With the wasteland seeming to at last settle down after generations of chaos and bloodshed, there seem to be more people out there looking for a permanent home. How should we treat these people, as possible immigrants, refuse, or perhaps even as potential slaves?

    Solution: As long as they accept our traditions and culture, we will accept them all, regardless of their race and ethnicity. Even sane ghouls would be welcome if they agree to fully embrace our ways and become Machabim. Those who chose to stick to their culture will be given a day rest within the limits of our town (they’d have to disarm when entering the community) and will be offered to buy some of the goods we produce (mostly the chems) and/or use the local clinic to treat their wounds, injuries, or diseases (in exchange for a reasonable payment), upon which they will be allowed to leave in peace. Slave-owners will be allowed to join our ranks as well, as long as they treat their slaves well and purchase them through civilized means (we consider debt slavery civilized, as opposed to raiding and kidnapping).

    Peanut Island Public Forum: Final Decision on Immigration

    As the commander of Peanut Island, we realize there might be other humans beyond those surviving few in our bunker complex. As we have all lived sheltered lives, we do not know the full scope of the dangers or the ways to survive beyond what we've scraped for ourselves. Even acknowledging the risk of outsiders to our secure community, the Peanut Island Council has agreed to accept those from the Wasteland as immigrants.

    To ensure the health and safety of this community, we have set up a tiered system of citizenship for immigrants. To allow anybody from beyond this bunker access to the high tech weaponry and stockpiled resources would be risking theft, if not worse. There will be three Classes of residents on Peanut Island.

    Class 1 citizens, which includes all 300 hundred of us gathered here, are granted full access to the bunker complex, including the signing in and out of weaponry and ammunition.

    Class 2 citizens are immigrant arrivals who have made it through the immigration process. They will be allowed access to the surface of Peanut Island, and some communal areas, like the mess, communal sleeping areas, and entertainment facilities. They are, however, restricted from entering any areas like the armory, storage facilities as they have not proven their loyalty. They will be allowed to access weaponry, but on restricted basis due to emergency or designated duties, as well as being accompanied by a Class 1 citizen when leaving Peanut Island.

    Class 3 residents are Wastelanders expressing an interest to become citizens. They will be screened and processed at the soon to be established Immigration Center at the opposite end of the bridge. They will be medically examined for diseases and addictions, and quarantined if necessary. They will also be interviewed to screen out any threats to Peanut Island, like spies, criminals, cannibals, and communists. This would also allow us to assess their skills and assets to our community. Class 3 residents will be treated with respect, and families will be kept together until they're cleared for entry. Class 3 residents are not entitled to any weapons, but can keep their personal inventory, including weapons, as long as they accept constant monitoring from security personnel. Upon given citizenship, weapons should be secured in the armory, but any personal effects would still be retained by the citizen in question.

    We view these as reasonable precautions to safeguard Peanut Island while still providing us with the benefit of immigrants to help bolster the health and wellbeing of this great island bunker.

    Crowley sat comfortably upon his makeshift throne fashioned out of bones and other scrap material. The upper floors of the former supermarket had been crudely turned into his personal throne-room and pleasure den. Around him were rows of hooded bodyguards, wielding improvised and grotesque weaponry. One could argue that the resourcefulness of the Chem Dogs were to be considered admirable, but few, if any, ever did.

    In front of the "prez" stood one of Crowley's raiders, violently hyped on a sizable cocktail of various chems and wearing some poor soul's face as a mask. Both of his hands were lodged within the necks of two severed heads as if with sock puppets, and he was frantically moving the heads about, making an otherwise disturbing show for his master. The mostly drunk, partially drugged up crowd were cheering and laughing, whilst partaking in acts best not described. Crowley himself, seemed awfully amused by the puppeteering.

    "MY GoOO0oOOOo00od man! we are butt humble vaulters!" the puppet master continued, lifting one of the heads up.
    "SUCCULENT VAULTERS, EY?" he shrieks. The crowd cheers.
    "THERE'S ONLYYYIYIYYYYIIIYYYY ONE WAY TO TREAT SWEET, SWEET VAULTERS, I SAY."

    Then the raider made violent love to both heads.

    I sent my orders by PM but forgot to address the challenge therein, so i will post it here.

    Initially we will accept all refugees but these will be tiraged and many will not make the 'cut'. If the refugees prove unwilling to work or cooperate, they will be exiled. The sick or lame will have to prove their worth beyond labor. If a refugee doesn't or can't contribute, they will be exiled.

    Initially new refugees will be given limited responsibilities but if they prove their worth they will be charged with increased trust and potentially the use of a weapon.

Truman was chosen to be the head of the community in the hopes that his astute mind could be applied to other challenges that would surely arise.

    Obviously we can't expect to be a closed society and survive for long in this wasteland. However, we can not let ourselves be diluted by those who do not respect the way of the car. For it is the wheel which brings civilization and the resulting glory that comes with it.

    Therefore, the Champion announces that any refugee wanting to join the 500 will be placed in a trial by combat. Vehicular combat. A highwaymen will be appropiated onto the racing track itself. A person must drive the highwayman across the course, for 4 laps, without crashing or going off the track. To make this more difficult, barriers will be placed on the track, which the potential recruit might hit.

    Ones who fail before they finish a lap will be immediately exiled: we have no use for their ilk here

    Ones who who can finish a single lap are welcome to join, but will be treated as children until they can learn the way of the wheel and apprentice under a seasoned veteran.

    Two and three lappers shows natural talent or already acquired driving skills. Therefore, they shall become members and can apprentice under a warrior, learning the ways of the wheel.

    Someone who successfully completes all four laps will join the 500 as a full member of the society, with all the benefits and duties that pertains to it.

    Custom-built by RobCo before the Great War, the Autonomous Executive Assistant Mark IV (Auto, for short) was purchased by the Cognate Corporation to automate the company’s enormously complicated global operations. Auto is an artificial intelligence programmed to follow the orders of the Board of Directors, carrying out corporate policy, managing human resources, and generally pursuing profit for the company’s shareholders with a great deal of autonomy. To make using Auto more personable, he was assigned a masculine Type A personality and the ability to change his outward persona over time and in relation to events affecting the company. In the years prior to the Great War and without the knowledge of the shareholders, the Board commissioned a secret bunker underneath Cognate Corporation’s HQ, to relocate Auto’s primary systems – where Auto now reigns without the direction of anyone but himself.

    Faction Background:
    The world leader in the sale of industrial cognates, Cognate Corporation fell into rough times when the Great War destroyed Auto’s global communications systems and the company’s holdings across the world. The members of the Board retreated into the company’s secret underground bunker where they eventually perished, leaving Auto to his secondary programming – full control over company management until a new Board is appointed by the shareholders. Freed to his employ his own calculations on company policy, Auto undertook a period of corporate restructuring, reconstituting the workforce by sending the company’s remaining robots surface-bound to invite salvagers in for interviews. Through careful screening of new employees, the promise of promotion and the threat of dismissal into the wasteland, Cognate Corporation now faces the outside world with a healthy workforce and an obedient middle management policed by a watchful brigade of pre-war security robots, open for business once again.

    OOC: I'm unsure about the exact starting location besides somewhere on the outskirts of Jacksonville - EQ, where would you recommend as a starting location in Jacksonville that won't be incredibly irradiated?

    Also, I'd like all Challenges to be "Company Challenge: _ " because my faction's leader has no title.

    All individuals (humans or high-functioning ghouls) seeking to join our glorious society and become our comrades shall be admitted up to a quota of 600 (further expansion exceeds the resources available to us at this time).     2: Prove your loyalty to the revolution, either through labor (something as simple as gathering more food than you eat or scavenging some materials suffices) or fighting to defend the revolution

    You CAN lose party standing if you commit a crime, such as murder, sabotage, or exceeding your alloted rations of food and water. Those who commit such crimes will be re-educated through labor. (OOC: they will become slaves for 1 turn (or more for murderers and foreign sabbotures). This should always be a relatively small number.)

    Reaction:
    The realization that Vault 57 will need to reestablish civilization in the sunshine wasteland has left the overseer with ultimately one decision, the survivors of the wasteland are welcome to join the ranks of Vault 57. There will be one case of their acceptance, a secondary settlement will be established outside the door of the Vault to encompass those that wish to join us.

    OOC: Realized that I had not answered the challenge yet.
