Faction Reports​

Appalachian Commonwealth

The Appalachian Commonwealth faced great adversity and triumphed this year, even as the support of its people began to deteriorate. The Oakdale Raiders, a blight upon the Commonwealth thanks to their slavery and use of energy weapons, were set upon by the Appalachian people in the biggest battle known to the Imperial Wasteland. The lasers of the raiders laid waste into the masses of fighters from the Commonwealth, most only carrying melee weapons. Eventually the superior numbers of the Commonwealth carried the day, and the mall was taken. The slaves of the raiders were set free and their extensive arsenal and stockpiles were liberated and put to use for the Commonwealth. The Commonwealth launched its first major radio broadcast as well, the torture and death of the leader of the raiders. This disquieting broadcast and the heavy casualties from the battle have led to increasing resentment towards the government.

Elections were held at last, and Ralph Dehay was ousted from his leadership of the Commonwealth. The newly elected Robert Brown, though charismatic has been facing the brunt of the outrage for the torture and losses as more of the funerals are held and casualties came to light. To make matters worse, he has launched a new policy involving immigration which has raised some significant controversy. As it seems more and more people are flocking east to the supposed promised land of New York City, the patrols of the Commonwealth are forcibly stopping as many as they can, and essentially stripping them of weapons. They typically then require most of the food and water the immigrants need to survive as a travelling tax. The immigrants are then given the choice to either remain with the Commonwealth or to continue on without food, water, or weapons. Many have chosen to remain with the Appalachians rather than face the certain death of traveling without supplies. This of course has caused many of these new residents of the commonwealth to harbor some anger towards the government.

Overseer's Challenge: The bitterness of the recent immigrants continues to rise, and with it, so does petty crime. People have begun stealing from one another and others have begun demanding action to stem the rise in crime. How do we respond?

Bekwa
Spoiler :

The Bekwa have had a fairly quiet year, as they continue to develop internally and increase their standing resources. Trading has begun with the Deifenbunker, as they accept a large amount of water in exchange for weapons and slaves, which has proven to be a popular deal among the population. They have also managed some improved farming expansions and have sent out a major expedition. Unfortunately this salvaging expedition ran into some trouble when they ran out of ammunition. They suffered some losses but they still managed to recover a decent amount of scraps, slaves, and food and water.

Overseer's Challenge: Some of our people have been advocating that our language is supreme and that English should not be spoken except as a slave language. This anti-English movement is growing extensively and people are throwing their support for this growth. How do we respond?

Biloxi Outcasts

The Biloxi Outcasts had another eventful year, as they continue to eke out an existence from the ruins of Mobile. They've continued to find ample supplies and scrap to keep them going throughout the year, though they faced enormous challenge from the local raider gangs. Though they attempted to negotiate with both of the warring gangs, they only attracted their hostile interest. Both gangs wound up attacking the Battle Tower at different points in the year, and their leaders were killed in the process. What was left of the gangs have scattered into the ruins, upon the Outcasts' major victories.

Overseer's Challenge: The lower levels of the Battle Tower have become increasingly infested by molerats which are terrorizing our people. How do we respond?

Black Mountain Rangers

The Black Mountain Rangers did nothing of significance this year. This of course has been a disappointment to those hoping the leadership would address concerns about the failure of a military hierarchy.

Overseer's Challenge: While it is not quite yet an immediate concern, we are down to only a year's worth of full rations for everyone of food and water. We risk collapse or starvation should we continue without new supplies. How do we respond?

Brunswick Nation

Nothing really happened of note, except people began arguing that the Sons of the Apocalypse should be allowed greater access.

Overseer's Challenge: Some of our population has begun lobbying in favor of increased access to the Sons of the Apocalypse. Their medical treatment of the seriously wounded has been so spectacular that many want them to treat other ailments and issues. How do we respond?

Crips
Spoiler :

The Crips began consolidating their newfound control in Los Angeles this year, welcoming family units into the group. These scared families, most living on the edge of survival throughout the ruins, plagued by raiders and other monsters, have gratefully entered into the safe care of the Crips. Others have agreed to fight for the Crips as well, gaining skill and respect among their peers. These actions have garnered the leaders of the gang further loyalty from their people, for their deeds. The faction was further bolstered by a successful salvaging mission to Beverly Hills which reclaimed a good amount of supplies and scraps to help survive the coming years. More importantly, the members of the scavenging group located a mostly destroyed vault in Beverly Hills. Apparently, the Vault had no entertainment facilities except 100 holotopes of Carrottop comedy routines. This drove the residents insane and obviously led to the near destruction of the vault. Deep within, the Crips found a Garden of Eden Creation Kit and the below note. Further successes were had in the area around the main base, though so far with only limited results.

Congratulations Members of Vault 37! Your vault has been selected to possess Vault-Tec's miraculous terraforming device, the Garden of Eden Creation Kit, or GECK. Simply provide a fresh charge to the device and relocate it to the area of choice, then shelter yourself back within the vault or other bunker and let the magic happen. Within the space of a year, an area approximately fifty square miles in size will be turned into a veritable Eden of farming and soil quality. WARNING: Do not activate the GECK within a heavily mountainous or highly developed urban area, the effects of the released energy may prove to be catastrophic and fail to work as advertised.

Overseer's Challenge: A gang of raiders has been extorting food and water from the families which have now sought our protection as members of the Crips. They have begged us to search out and destroy these people due to their actions in the past, but warn that they could be well armed. How do we respond?

Defeinbunker
Spoiler :

The Deifenbunker had an moderately peaceful year, a relief from the devastating losses of the previous one. Trade began with the Bekwa, as hostilities were put to rest as the Bekwa let free a good number of their slaves, as well as traded a substantial number of weapons. These slaves and weapons, originally suspected to be captured members of the Deifenbunker instead proved to be from other Bekwa tribes in the north. They have willingly integrated themselves into the community, and have proven to be productive members of society. Likewise, none of the weapons are familiar in any way, and it can be safely said that they have had nothing to do with the attacks on Canadian settlements.

The Deifenbunker began a new policy towards travelers through their lands, imposing a toll, which has outright enraged a good number of these people. They have begun making the best efforts they can to dodge Canadian patrols and make their way to the Liberty Commonwealth's crossing of the St. Lawrence to the south. Those who have been caught up in the tolls occasionally fight back, which has led to the deaths of some Canadian guards, but that typically ends in their deaths and seizure of their goods. Others have chosen to stay with their goods and food, rather than starving in the wilderness, and have become resentful and disloyal members of the Canadian faction.

Overseer's Challenge: Our current policy on travels is beginning to put a strain upon the guards tasked with enforcing it. Though none would hesitate to defend our people, they've been forced to kill entire families which refused to pay the tolls. The mental cost is taxing and we could face a serious problem. How do we respond?

Earth Reclamation Command

The Earth Reclamation Command continued to face the terrifying problem of food and water shortages. With not enough of either to go around completely, nearly a hundred and fifty people died this year from a lack of one or the other. Dissatisfaction continues to grow rapidly as it seems that the ERC is unable to provide for its people. Immigrants continue to avoid the faction as the shortages grow more and more severe. Regardless of the problems, the ERC continues to make its best efforts to relieve the problems of the faction.

The first step has been to move from their outpost at Peterson Air Force Base to the Air Academy north of Colorado Springs. There they managed to find some small amounts of food and water, as well as a significant amount of high tech materials, weapons, and ammunition. The scrap also retrieved has been in significant amounts, though it does little to ease the food problems. A further expedition has systematically looted the supermarkets throughout Colorado Springs, which has gone a good ways to relieving at least some of the food shortage.

Overseer's Challenge: Our efforts have not been enough to combat the food shortage and it appears we will face over a hundred deaths from a lack of food once more. Our people are increasingly angry about the deaths of loved ones and we could face further domestic problems should this issue not be addressed. How do we respond?

Fort Morgan Refuge
Spoiler :

The Fort Morgan Refuge was faced with the ongoing crisis with the Power Armor Corps this year, as the situation continued to deteriorate. While some were advocating war, the PAC seemed willing to negotiate. Eventually a compromise was arranged in which power armor itself became hereditary possessions of the families of the Power Armored Corps. The families of the Power Armored Corps would now dedicate themselves to the improvement of their armor and skills with it. While this could lead to a gradual improvement of the quality of the power armored soldiers, the rest of the population has begun bearing resentment towards the newly formed elite caste that they represent.

Overseer's Challenge: The dramatically increasing number of immigrants are beginning to strain our food supplies. The Power Armor Corps has begun demanded some limitations put on immigration in order to conserve food resources. Other groups support the flow of immigrants and the increased strength they represent. How do we respond?

Kritarchy of United Slavers
Spoiler :

The Kritarchy of United Slavers withdrew from Kenner on the outskirts of New Orleans this year, after failing to eliminate the spider threat. Fortunately the spiders seemed to have no interest in pursuing them, and left the caravan alone in their retreat. The move has proven highly popular as people appear more interested in expanding their influence around Lafayette before attempting to exert control over the ruins of New Orleans. Regardless of this fact though, some slaves attempted to use the political change to gain more power for themselves and refused their workloads. Unfortunately for them, with the increase of local power, they found themselves whipped back into work and labor. The people viewed this with approval, restoring order and the rightful places of all those within the tribe. Efforts also began to expand the settlement's influence over the surrounding areas, attacking nearby small settlements and searching out raider dens. Given the choice to join the militia, some did agree, though most attempted to fight. After losing their battles, the ranks of the Kritarchy's slaves has grown, as has its population.

Overseer's Challenge: Our position due to the expedition to Kenner has made us a bit locally weaker, a strong tribe has arrived in the region with decent weapons and munitions. They have set up shop on the south side of Lafayette and opposed to be mostly hostile towards our actions recently in integrating nearby peoples. Despite this they do not seem inclined to war, how do we respond?

Liberty Commonwealth

The Liberty Commonwealth had another eventful year as it continued to keep starvation at bay, for its over three thousand inhabitants. Fresh immigrants continuing pouring in from Canada, reaching Gananoque. Although some have moved on from the Commonwealth, heading further southeast to New York City, some have continued to make their homes here. Some have been resettled from Gananoque, to Clayton or to the new settlement at Independence River. Unfortunately, some lured by the promise of good farmland attempted to reach Wilcox Lake, only to disappear without a trace. No signs of this group of settlers have been detected by any faction. Another new settlement was established at Copenhagen, despite its relatively low value as a farming settlement. Its position along the caravan routes between Watertown and Lowville have made it a promising stop.

The Liberty Commonwealth sent quite a few expeditions out this year that were not simply for the settlement of new lands. Surveyors from Adams Center and Lowville confirmed past expedition's sentiments by suggesting that the entire region between the two towns is fairly well suited for farming efforts. They suggest a settlement at Tug Hill for further exploitation of the region's prospective wealth. Unfortunately, not all expedition news was good news as two expeditions sent downriver on the St. Lawrence completely failed to return and no sign of them was ever found again. Lastly, the Liberty steamship has continued its efforts to scout out the coasts of Lake Ontario. They first arrived at Cobourg, finding very little there, though they did have success at a computer store, bringing back several intact computers. They soon landed at Pickering, and to their dismay found the city as heavily infested with ghouls as Toronto. They fought a heavy battle, fortunately not losing anyone, and soon pulled back out of the town.

A massive wave of raider attacks struck the Liberty Commonwealth this year, leading to nearly a hundred deaths throughout the area. The largest attacks were against Watertown and Perchtown, but were repulsed, unfortunately expending the faction's ammunition reserves. Smaller attacks were launched against Adams Center and Lowville, but both were repulsed with very low casualties. The worst of the attacks was against Three Mile, and without ammunition they were very nearly overrun. Many died in the attack, though the numbers of the defenders and their makeshift weapons eventually proved enough to repulse the raider attack.

Some disconcerting noises came over the radio on various stations this year. The sounds of a man being tortured violently terrified some of our people this year, with a group called the Appalachian Commonwealth claiming responsibility. This so-called "Dark Commonwealth" has alarmed many of our residents with their brutality and lack of humanity.

Overseer's Challenge: Our people are losing faith that we can protect them from raider attacks. The increased frequency and ferocity of these attacks, combined with the constant shortage of ammunition or proper weapons, has led many to consider a "change in regime" may be needed. How do we respond?

Narwhal Imperial Republic
Spoiler :

The Narwhal Imperial Republic has had a significant year of change and disaster. The Council of Captains continues to be in charge of the nation, but new reform has been instituted to make sure of the political standing of the original members of the Narwhals. These original people have been given titles of nobility and position in the new House of Nobles, a legislative part of the government. The mere immigrants and others are given representation in an elected House of Plebs. Needless to say, most are not exactly happy with the new arrangement, resenting the so-called "nobles" to a great degree. Fortunately, the security and supplies of the Narwhals has keep anything more than mere dissatisfaction from blooming.

The Narwhals suffered a great catastrophe this year when they attempted to clear out the sewers of New York City. They initiated an effort to clear out the ghouls but instead met with epic disaster. Apparently in the course of the fighting, someone ignited a highly explosive element in the tunnels, wiping out most of the expedition, except a few in power armor. A large amount of guns and even power armor suits were ruined in the blast, melted or destroyed beyond all repair or use. The few survivors reported the incident upon their return to Narwhal City.

The outpost at Fort Totten has been reinforced by a large number of immigrants and the like from Narwhal City, and gun stores were looted in the process. The Narwhal Radio has begun lauding the start of construction on a new "Megafarm" from Long Island, though results have not yet been seen to a large degree. They claim that eventually it will provide enough food for thousands, but hundreds of laborers have yet to have any significant effect.

Though small but hidden settlements of family size have existed in the New York area for some time, one such settlement has begun swelling with people, as they seek the wealth of the water, but choose not to live under Narwhal law. The community of Stapleton has grown as a fairly large tribe arrived from the south arrived and reinforced the original settlers. They have begun decent farming in the area, and possess enough firepower and weapons to keep raiders at bay. They have rebuffed all Narwhal overtures, refusing to participate in the Republic.

In more disturbing news, radios picked up unusual broadcasts from what has been termed Appalachian Radio. Apparently they chose to torture and kill a person who offended them on the air. Our people have been mostly disgusted by the broadcasts and the people who would send them over the airwaves.

Overseer's Challenge: The explosion in the sewers seems to have unleashed a rather unpleasant gas into portions of the ruins of the city. Some of it has been edging towards Narwhal City. It is highly flammable and toxic to anyone not wearing power armor. How do we respond?

New Frostburk
Spoiler :

The community of New Frostburk went through another year of tumultuous activity as they launched a fresh expedition to the Allegheny Ballistics Laboratory, which had robotic defenses which repulsed a previous expedition. This time was a different story as overwhelming numbers and equipment allowed the expedition to overwhelm the bases defenses and loot the technology within. They managed to retrieve some technological parts, but more importantly seized a cache of plasma weapons. The expedition returned home with no losses and little difficulty.

Around the Savage River Dam, efforts began to locate and survey the various mines in the region. Unfortunately, most seemed to be caved in and unable to be entered by any means. From the other mines, a few small caches of food and water were discovered, as well as retrieving various bits of scrap left behind by the old world miners. Not many resources from the outpost were truly able to be distributed to scouring the mountains for mines, as most efforts were focused upon the Laboratory expedition and the construction of a pumping station.

Overseer's Challenge: A disease has begun spreading through the New Frostburk bunker. It appears to be highly contagious, though only lethal to the old, sick, and young. How do we respond?

Seven-Sixers
Spoiler :

The Seven-Sixers have had a fairly uneventful year, thanks to the recent clearing of Philadelphia by the forces of the Narwhal Imperial Republic. They have managed to set up a new outpost at Philadelphia Naval Yard, where they scraped together a decent amount of tech parts and scrap. More importantly, they located a large cache of power armor suits as well as a holotape detailing the methods of construction of new power armor. Though they lack a sophisticated knowledge of science, the Seven-Sixers believe the designs are simple enough to develop should they choose to make any.

The Sons of the Apocalypse, present at other communities, arrived to the Seven-Sixers this year, and have opened up a clinic at Van Solver, providing good health care to the former raiders. This has proven to be a popular move, and many respect the leader of the faction for allowing them in. Further support was garnered as a large number of slaves were freed and welcomed into the new membership of the faction.

Overseer's Challenge: The Philadelphia Naval Yard has apparently some sort of underground installation we have been unable to access. Regardless, since our arrival, radiation has been seeping into the community, and afflicting our people. How do we respond?

Spring Valley Food Corporation
Spoiler :

The Spring Valley Food Corporation suffered through a year which could shortly be described as "disastrous." The one bright spot in the year, also squandered much of the faction's resources. A major expedition was sent to Fremont to salvage further food and supplies, but like the expedition before it, faced numerous attacks by raiders and monsters. Fortunately they managed to keep these attacks at bay with superior firepower, but expended most of the Corporation's ammunition in the process. Regardless they managed to recover some guns and large amounts of food in their efforts of setting up an outpost in Fremont.

The successful expedition to Fremont would be the last and only good news for the Corporation throughout the rest of the year. Two failed expeditions were dispatched from Omaha, one to Ashland and another to Fort Calhoun. The Ashland expedition possessed the last of the faction's ammunition and it was heard being expended for quite some time before the guns finally fell silent. No one is sure of their exact fate, but they have not returned and are presumed to be killed by the numerous armed hazards of the wasteland. The Fort Calhoun expedition, with few weapons of any use and no ammunition, would disappear more silently to the north, and no word of their demise ever returned to the company. None of the expedition would ever be seen again.

The home turf of the Spring Valley Food Corporation has come under increasing attack as the various raider groups in the region have obviously begun to feel that they represent easy pickings. Raiders were launched on the corporate headquarters as well as Wehrspan, leaving quite a few dead in the process. Fortunately the recent reinforcement of new low-tech weapons prevented any further major disasters from occurring. Regardless, the discontent with the current leadership is obviously and dramatically growing as it seems more and more that the leaders of the Corporation are failing in their duty to protect the people.

Overseer's Challenge: A powerful gang of raiders has arrived in Omaha and set themselves up in Council Bluffs. Possessing decent weapons, likely stolen from our lost expeditions, they also have the ammunition to use them. They demand a constant flow of half of our food and water production to avoid further attack. How do we respond?

The Community

The Community, still far off the beaten path, has had another quiet year of domestic growth and change. Elections came to the forefront this year, as a debate began rising between so-called "Constitutionalists" and the old guard under Mayor Nealon. These people have called for the development of a new system similar to that of the former United States' Constitution from the bygone days from before the war. While Nealon ceded to some of the reforms, establishing a new system of law and order, and reestablishing juries and trials by peers and elected officials, he has not gone far enough for some of the people. Therefore when the election time arrived, Nealon was ousted from overall control though he still possessed a margin of support that he's been held on as an advisor. The charismatic leader of the Constitutionalist movement, Hugh Torry has been given control by the mandate of the people.

Overseer's Challenge: Now that the Constitutionalists have rapidly gained control of the government, what will they do with it?

Vault 100
Spoiler :

Vault 100 has had another fairly quiet year as they begin to run low on water supplies, though not quite yet fatally. A group of young people in the vault have begun waylaying various Vault computers to create and play political simulations. They call themselves "New Entertainment Supporters" and have formed a close knit group. However, they have sparked some minor violence and resentment among the population, particularly after a group of them savagely beat another for a failure to update his game. INAHAC has looked upon this experiment with approval, duly recording the results. Another experiment began as INAHAC's best researchers began to look towards implanting consciousness into robots much like INAHAC itself. So far, this has not quite yet worked, unfortunately resulting in the loss of a good number of volunteers in the process. The scientists remain confident that within time, a working prototype could eventually be completely.

In less sciencey news, scouts from Vault 100 travelled further south on I-87 then they ever have before. Not surprisingly, most raiders avoided the scouts with their heavily armed robot escorts, and they managed to make it all the way to the Narwhal settlement of Nyack. They soon exchanged pleasantries and returned home.

Overseer's Challenge: A broadcast has come over a secure Vault-Tec channel requesting that half of the Vault's surviving "pure" citizens should be sent east with no escort. The broadcast is official, but this would mean the loss of a good number of loyalish people. How do we respond?

Wild Wolves

The Wild Wolves have had a very unfortunate year as a shortage of food and water has led to the deaths of many. Fortunately most of these were slaves, already weak from intensive labor and short rations. Unfortunately, some of the young and old also starved in the process from the shortage of food supplies. The situation only continues to worsen as scavenging and expanded farms have not managed to reach the level needed to sustain the people. Though some people have become rather upset from the current crisis, this has been balanced out by the fear and respect caused by the rise of power for the witch of Homecave.

Two significant expeditions were sent out this year by the Wild Wolves. The first of all was sent to Gainesville to scout out the region for future settlements. A good number died in the process, due to the distance of the town from the current camps, and they reported increasing numbers of various monsters like gators and bloatflies across the whole of the road. However, they did report that the University of Florida campus could prove a secure installation for a large or small outpost. Also, the replica fort at Paynes' Prairie appears to be intact, and could be another good farming settlement.

Overseer's Challenge: Unfortunately our best efforts have failed to make up the gap in food and water production. An even larger number of people are going to starve this year and the cannibalistic faction continues to grow in strength and size, though they have not yet acted upon it. How do we respond?

As a side note on the map, with this update all NPC factions will now be grey in color. This is because of the rising number of small communities. While this may make the map a bit more difficult to interpret, it is the easiest way to manage these smaller "nations."

I have added a cost for farming equipment in the weapons post. I'd like to restate what I wrote there though: building farming equipment in an area not suitable for farming is essentially the same as multiplying by zero. You've been warned.

@technojock: Just so you know, you counted Windsor twice in your redeployment and reinforcement orders. I did not do the second part of those orders, since I assumed an error. If this is not correct, please let me know in your next set of orders.

@Skilord: all right, now that we know it's an election year, I'll be keeping track of these things for now. So, if I'm correct the next elections will be in 2156 (aka Update 16)?

@Blaze_Injun: I spent a good fifteen minutes trying to figure out when you last went to the ABL. I was under the impression that it had been looted already in the past. Because I was unable to find any older references to this incident, and therefore I just operated on the assumption that you hadn't successful looted it. This may or may not be correct, and I just felt the need to let you in on the process.

"Greetings, my fellow residents of the Wasteland, and my esteemed colleagues at the Corporation. I am Francis Monroe, former chief executive of the Spring Valley Food Corporation. I have resigned from my post as chief executive, the details of which I will disclose to you right now. First and foremost, the terrible raids of the previous two years, especially the tragedy at Wehrspan, revealed the inadequacies of our civil defense system. For too long, we have been unable to reconcile pre-war technologies enough with our modern circumstances. While I have tried to address this vital issue of self-defense, I admit my failure. I am first and foremost an administrator; I have never been a warrior at heart, despite my previous support in defending our headquarters from raider attacks. Neither am I a scholar or scientist; I can only implement innovations as they come by me with the greatest efficiency that I can. Secondly, I am no longer the right man for the job. The challenges of today do not require administration; they require survivalist instincts and courage. In a world where people struggle to survive, we do not need coordination as much as we need strength and determination. Finally, I am simply too old for the job. The future of the Corporation no longer needs an old-timer like me; we need young and decisive leaders to take charge. That is why the Spring Valley Executive Board has seen fit to promote the FEARSOME Chief of Security David Thompson to the position of Executive Officer. I shall remain on the Board as Director of Wasteland Reclamation Efforts for a while longer, before retiring. I wish all of you the best."

We The People of The Community, in order to form a more perfect Union, establish Justice, insure domestic tranquility, provide for the common defense, promote the common welfare and to secure the Blessings of Liberty for ourselves and our posterity do ordain and establish this Constitution.

Article I

All legislative power is hereby vested in the body of the City Council.

This Council will be composed of citizens of the Community, elected by the population as a whole, having attained the age of twenty-five years.

Elections for the Council will occur simultaneously as the Mayoral Elections.

All citizens of the community will be entitled to three votes for city council.

The thirty three candidates who receive the most votes out of the total vote will be elected to the Council.

Any taxes or spending must originate in the City Council.

All treaties must be ratified by the City Council.

Article II

The Executive power shall be vested in the person of the Mayor.

The Mayor shall be elected every four years, simultaneously as the Council elections. These elections shall be made within each district, and the winner of each district shall receive that district’s single vote for Mayor. The candidate who carries the majority of the districts will be elected Mayor.

The Mayor must approve all legislation before it becomes law.

The Mayor shall appoint the leadership of the Bureaucracy in the form of a Cabinet chosen from the City Council.

The Mayor shall be the Commander in Chief of the Army.

In the case of criminal wrongdoing on the Mayor’s part the City Council will hold an impeachment hearing overseen by all elected Judges of the Districts, who will be empowered to vote in the hearing.

Article III

All Judicial power shall be vested in the juries of the land, overseen by their elected judges.

All districts shall elect their own judge to oversee their legal proceedings.

All districts shall elect their own sheriff to enforce laws, subject to dismissal by the Mayor.

In Contested cases, where appeal is required, a Jury composed of the Mayor, Cabinet, and the District Judges shall be convened to hear the appeal.

All Sheriffs and Judges shall be bound on their vows of office to enforce all laws of the Community and should they violate this vow they shall be subject to impeachment.

Judges shall proceed trials by jury and shall have no part in the decision making, except that they may hold members of the court in contempt for uncivil behavior. This will have to be upheld and punished by a separate jury.

Each Twenty Households shall be organized into a Neighborhood Committee and shall elect a Neighborhood Chairman to oversee the progress and betterment of their community and to petition the City Council for assistance. These Committees shall be apportioned by the Congress and approved by the Mayor on a rotating basis every two years.


Article IV


The Bill of the Rights of Citizens

The City Council may make no law regarding the establishment of a religion or to violate the right of speech of the people or of any person.

Each Citizen and member of the Community is entitled to their own Liberty and the slaves of any foreign cultures who step foot herein are hereby freed.

No Citizen or their property may be searched without warrant, signed by the District Judge.

No Citizen shall be compelled to testify against themselves against their will.

The Accused have the right to a speedy trial and a due process of law.

Bail shall be proportionate to crimes and the use of cruel or unusual punishments is hereby prohibited.

No Citizen of the Community who has reached twenty years of age shall be denied the right to vote.

The New Constiution is being spread all over the Community, there are hourly readings of the text on Community Radio delivered by the smooth and seductive voice of Mayor Hugh Torry himself. Even former Mayor Nealon has joined the campaign in favor of the new Constitution and is working to win over a lot of the moderate old guard.

Of course it will have to be ratified by everyone this year, yet another big campaign for Hugh, his smile had cemented and his handshake had become robotic after all these months of selling people... ideas.

"Now doesn't that just sound like a fine way to do things," Hugh signs off every hour before he resumes asking Solomon about the job, the poor man is mostly cracked and Hugh can tell why when he tries to explain this massive workload.

"Goddamn," the new Mayor tells the old one as they march on towards the casino, "This is why we need a Congress."
 
@thomas: No, the explosion was only in a small portion of the subway system, there's still plenty of ghouls in at least half the system left.
 
Everybody was sitting down at Nick's Bar, after a long day of work, while so-called "popular music" from the time before the Great War sounded on the background thanks to Liberty Commonwealth Radio, which was emitting for a few hours per day, mostly at evening, when people had already come back from the farms.

The music suddenly stopped. Everyone looked at the old radio set.

"Hey, Nick, what the hell is wrong with the radio?" someone asked.

"No idea, mate, lemme check," the bar's owner, Nick, answered. However, before he could do anything, the radio seemingly came back to life.

Ladies and gentlemen, we interrupt this musical program because there is an important event today. In a few minutes, the President of the Commonwealth, Mayor Jacob Marques, will make a speech of unknown content, but great importance to the Commonwealth. Please stand ready.

"Bah, Marques. What the f**k is he planning to say?" one of the customers, a man that had come back from the Caravan a few days before, spitted.

"I hope it is something good. Don't know, maybe some lone wanderer managed to assault the raiders' hideout and kill'em all," other customer replied.

"Nah, I doubt it. It would have to be some kind of Chosen One or some crap like that to be able to take on more than a hundred raiders and get scot-free."

The argument between the people at the bar continued, until the radio set started to sound. Ladies and gentlemen, I give you Mr Jacob Marques, President of the Commonwealth.

Thank you, James, other voice said, one everyone could easily recognise. Jacob Marques was the best known person in the whole Commonwealth, the most famous, and as such everyone knew his voice.

Dear citizens of the Liberty Commonwealth, fellow Mayors of the Towns of the Commonwealth, my friends.
It's been thirteen years since I took the reins on the government of Watertown, back when it was just a small town, full of hard-working people trying to survive in the middle of this desolate wasteland. Well, let's be sincere, it is still a town full of hard-working people trying to survive in the middle of this desolate wasteland.
Several people laughed at that, but they were asked to shut up by everyone else in the bar. Anyway, as I was saying, ever since I took charge, I have done my best to be the leader the people want and deserve. Sure, it may have been my leadership, as well as that of all other Mayors, that have brought us where we are, but that leadership is nothing compared to the hard work and suffering every man, woman and child has gone through to build the great nation all of us live in, together with our brothers and sisters of Adams Center, Clayton, Copenhagen, Gananoque, Independence River, Lowville, Perchtown, and last but not least, Three Mile.
For thirteen years, I've done anything that I could think of to improve the situation for everyone, trying to take into account the needs and feelings of all the citizens of the Commonwealth, making sure that there is always food and water for all people, organising as best as I could the defenses of the towns, taking the hard decisions when a crisis appeared, expanding as much as possible into the surroundings... Everything I've done, it's been for the sake of the community.

"Should have thought of that before you brought the Frenchies here," muttered an old man.
But, recent events have shown me that maybe it is time for me to stop taking the decisions. The recent raider attacks in all of our towns, plus the loss of several tens of people in expeditions and the nearly chronical lack of ammunition for our weapons, have brought many protests to my office and that of the other mayors, who have made the complaints known to me. As such, I've decided to take the last decision I'll ever do.
More than a thousand years ago, when America was nothing but a big prairie where the natives hunted for food and travelled nearly constantly, a Pope decided that Christianity had to conquer Jerusalem, pronounced the words Deus Vult, which means "God wills it", and Christians all over Europe joined an army, which would end up conquering the city of Jerusalem and many others. In the last weeks, all of these protests have reached me, and all of them have a very clear message: Populus Vult, "the people will it". And, since the will of the people is that a change of regime is needed, then they shall get it.
As such, I, Jacob Marques, President of the Liberty Commonwealth, Mayor of Watertown, founding member of the Jeffersonian Libertarians and the Liberty Commonwealth, son of Thomas and Joanna Marques, grandson of Michael Marques, first post-Great War Mayor of Watertown, state that, effective from the moment this message ends, the following will become official:
That I resign from the position of President of the Liberty Commonwealth.
That I resign from the position of Mayor of Watertown.
That I resign from the position of High Commander of the Commonwealth's Armed Forces.
That I resign from any political, economical or military position that I may still hold in the Liberty Commonwealth.
In summary, that once more I will become a normal, law-abiding citizen of the Liberty Commonwealth, with no more power than any of my fellow citizens.
I do this in the hopes that a new leader, a new President, will be able to lead the Commonwealth down the new road that has presented before us, that of consolidation and perhaps reformation of our beloved nation, such as I have led it through the first phase of our existance. Thus, I ask all of you that you attempt to support him to the best of your capabilities, and to remember that it doesn't matter where you come from, where you were born, what you believe in or what you speak, because all of us are citizens and members of this Commonwealth that will, hopefully, manage to shine a light of hope across the Wasteland.
Finally, remember our motto: Ex primordia ut licentia. From the atoms to freedom. And may that freedom soon become the norm rather than the exception in our new world.

Background: Wendell, Idaho did not survive the war. While not a target for the nuclear missiles, it collapsed as easily as many other such medium-sized towns in the chaos brought about by the nuclear holocaust, and soon turned into a ghost town. Its easily accessible location and relatively intact buildings have, over time, attracted many of the people who did flee and survive to settle down there and try to eke out a living, gradually rebuilding a much smaller town and salvaging the rest for parts and material. The same advantages also brought raiders there, to reap what the survivors have sown. They did not destroy the town; instead, they set up camp near it and raided it periodically, finding this to be a most clever and rewarding tactic.

And then those same advantages brought another man to town, twenty years ago. A mysterious and eccentric gunslinger who called himself Edwin Nathaniel Rutgers.

Rutgers proclaimed himself the High Sheriff of Idaho. People would have laughed at him, but at that very moment, the raiders happened to attack. Rutgers gunned down several of them, then handed out some of his spare firearms (entirely too many - where did he get them?) to those of the townsfolk who agreed to stand with him. The raiders were driven off - the first victory among many - and the town acclaimed its new hero.

That was twenty years ago. Since then Rutgers took over the town in a sort of benign autocracy, if one marked with oftentimes draconian justice and seemingly arbitrary decisions. The old man still has not lost his wits and mettle, although he arguably became even more eccentric and tyrannical. He rules like a king (though still preferring to call himself Sheriff), has married a local woman and now has two sons ready to continue the dynasty should he fall down, as well as a sizable staff of loyal retainers that some refer to as his court. The people are largely willing to tolerate this in the light of the law and order and protection from raiders that he brought them. However, it is less clear how the Rutgers Family will deal with the problems of their growing community in the Age of Radio Contact.
