Looks like it's about unit desertion. I'll update and see if that still exists then
 
I was playing as Brazil and during the turn loading I see that India respawned and that the English DNC was British Goverment in exile , so I went to WB and see this

I think the capital will always go back to LONDON whenever English re-conquer it.
Edit: Is that city name LONDON or LONDEN?
 
It's o, and the point is that English capital is in New Delhi.

On a unrelated note, why in the world is France foreign for Rome?

It's a topic that's been brought up numerous times, with no avail. :( Parts of France (including Paris for some reason) is foreign.

If you think that's bad, the only historical tile in Britannia is London, whereas all of Mesopotamia (which they controlled for ~2 years) is historical.
 
Mesopotamia should be removed then.
 
Could you at least make Paris historical then? Gameplay-wise, the other spots don't really matter since they rarely get settled by the Romans, though it would be nice if they were filled in (i.e. Northeast France, Iberia, England).
 
What would be reasonable is if AI Rome actually received an expansion penalty.
 
What I'm saying is that in all my 3000 BC autoplay games AI Rome never had one check where they received a negative expansion rating and making Gaul historical is certainly not going to help with that.
