That happened to me a while ago, just WB in a piece of culture.
 
I re-propose the Founder as a solution. A settler that can only found one city, even if it is over other culture. Moreover, it is invisible and cannot establish contact (thus it replaces this catapult in antarctica). It spawns all the units.
 
That might also fix the problem that AI moves all their units from their founding city on the first turn, making it easy to kill them!
 
That was not your original suggestion about founder. I remember you suggested to make it spread religions and spawn workers as well. Why should make it invisible?

Being able to found a city over a culture is pointless since the existing culture around it in a 3x3 square tiles will be cleared anyway to make room for your culture.

Moreover, if it can found a city over a foreign culture, this could lead to a lot of misuses. You could randomly found a city in the middle of Russia, China etc for example just because you can settle over a culture. You saw an iron mine inside a Greece culture and the game mechanic rules still allows you to found a city right in the iron, so you found a city there. That will be an awful mess imo.
 
I don't see the point of the Founder unit. All of it's unique features are done by other mechanics. It's doesn't bring anything new. (Even the way it's coded would be the same)

Founder: UU replaces settler: can settle cities, spawns 3 workers (and maybe the rest army) on settling, spawns state religion in city, builds some buildings. Only button: settle (cannot move, cannot sleep, cannot be deleted,...).

Can settle cities: A vanilla settler can do that as well.
Spawns 3 workers: The current situation does just that. (you get some free workers after you settled your first city)
Spawns state religion: The missionaries in the starting army do just that.
Builds some buildings: You already get free buildings depending on the era you are in.

Cannot do anything except settling: What if you want to settle Southampton instead of London as the English? Or any other different capital. I agree that the player should be encouraged to settle the historical capital. But the liberty of settling on a different spot shouldn't be removed.

And I agree with BenZL about the "settle in foreign culture". It's pointless. The cultural box you already gives you room to settle.
 
There's some bugs on the worker spawn. First, if your first city is acquired through flipping, then you get no workers. Second, if a civ that comes with starting workers(i.e. from Greece onwards) gets reduced to one city, then there'll be workers spawning in the city that civ had just lost.

That on the other hand is definitely a bug.
 
I think it's still there. Every time I play India I have to WB myself 2 workers. I'm on another PC and I'm still updating through SVN. If you don't want to wait for me you can just roll an India start and try it yourself, simply wait 2 turns and see if workers spawn in Delhi.

Not to mention that I don't have to call a settler a founder to
a) allow your first settler to found a city no matter what OR
b) properly establish cultural control over a spawning tile

There is a way to make units immobile for one turn (FFH2's 'Slowed' effect). Maybe that can solve the issue?
 
I was playing as Rome and just had the Byzantines spawn, despite my not having taken or built any cities in the Eastern Roman Empire (that area is entirely controlled by Persia). Is this intended? If so, it makes no sense.
 
Conditions for Byzantine spawn:
-Greece must be dead
-Rome must be alive
-Rome must have low stability (unsure what the specific threshold is)

If all these are met, Byzantium will spawn, regardless of other conditions.
 
1 prerequisite should be added: Rome control at least 1 city in the Byzantine core.
In Rorgloin case, it shall be called Western Achaemenid Empire then :lol:
