We have already outlined in private the difficulties associated with the matter of Piedmont, and we will continue to discuss it in private if you wish. Our stance on the matter is precisely as we have informed you previously. There are no immediate plans for a plebiscite, although it is entirely possible that some sort of compromise might possibly be made in the longer run.

We believe that the best tonic and the best preparation for a solution to any problem that may yet emerge - although we do not think that there is any particular problem with the present circumstances - would be the establishment of an alliance, and our offer remains very much open to you.

I have no intention whatsoever of allowing my kingdom to fall wholesale into the hands of nationalism and semi-republicanism, and will use my utmost influence, including, if necessary, my partial veto, to prevent such a fate befalling my loyal subjects. However, I am very much in agreement with the Confederate foreign ministry, and look for the best and most friendly of relationships with the Kingdom of Italy.

Brazil would remind Spain that the Treaty of Madrid forbids Spanish action in the Western Hemisphere. This includes being allied to any faction in the American Civil War and funding any faction directly or indirectly.

Italy understands that we have discussed this privately, however now that there is public unrest in the area we believe this should be discussed so that those residing in Piedmont can be informed as well. With the actions conducted by the people of Piedmont it is obvious they want the right to vote on which nation Piedmont should be connected to, so we're just asking to allow a vote so that the unrest wont escalate into anything out of control.

Those are harsh names to call a nation that your people obviously wish to join. Then you end it with saying you hope for good relations between us? If you want to insult us, you have that right, however when you try to insult us and then ask for good relations you should choose your words more carefully. We have done nothing to push your people in the direction they are going, but we will support them completely if they continue their efforts to get the right to vote on joining us or staying where they are. Maybe you should listen to your people before the situation goes beyond your control.

Whatever the case may be the sentiment remains that we have no intention of letting other nations dictate Phalanx policy

Spain did. They signed away the right to be allied to any American nation, or have any say in American politics. Brazil will take military action against Germany should this issue be pushed.

Currently we have opened out doors to the research hospital in Italy to all of Europe. We are going to change this, we will invite all European nations with the exception of ALL proletarist nations and Spain. Also we would like to extend the invite to send doctors to study and learn to Brazil, Arabia, Vinland, New England and Japan.
