We've amended our previous diplomacy as we had not properly read through Vinland's answer and the USA's following counter and are unable to formulate a complete picture at the moment. We shall leave this to Japan, though we may offer our opinion at a later stage when we have caught up with the significant developments.

Well Mister Prime Minister, Vinland does not consider its blockade to be an act of war, and thusfar not a shot has been fired. We operate our blockades to prevent supplies from reaching the Allied Territories of America by water, while our forces on land inspect all border crossings to interdict the passage of weapons, ordnance or other military paraphernalia enters into the Allied Territories.

It is the stance of the Vinlandic Riksdag that our blockade is a matter of preventing materiel from reaching a rogue general in a state of rebellion against his government. You may hold the view that Wallace's actions have been entirely defensive, but the simple fact is that all he is defending is his own personal power, rather than the people living within the Allied Territories. While his initial justification for his leadership was that he was doing it for the benefit of the people in those wartorn lands, and for the Federal Government, his actions in recent years have made it clear that this is no longer the case. And while I appreciate your views on gradual reform from autarchic to more democratic forms of government, I do not believe that they present a strong argument for support of a dictatorship in a time of war.

However, this is all beside the point, because I would like to discuss solutions with you. Were I able to contact the government of the Second Union and gather some concessions to the Pacific Pact, might you be able to recognize the Second Union as the legitimate government, and allow it to reintegrate the Allied Territories? Getting straight to the details, if I was able to gather formal recognition of the full and legal independence of Florida and Jacksonia from President Zachary Jacobs of the Second Union, might the Pacific Concord be willing to drop its support of General Wallace?

Perhaps some elections could be held if the various representatives of the Denver government agrees to it, it is not simply a cult after all, ruled by one man, but a collection of allied entities dedicated to defending their polity against forceful annexation by a hostile polity. We simply believe the USA should not be reunified through force, which is exactly what the Washington government has, is and will continue to do, even if they have to use chemical warfare to achieve it.

If the former Secretary of State and interim President of the federal government, and a thourough selection of his former government would be allowed to travel to a third party to give a varied and thourough set of opinions weighted by volume and position perhaps we can reach some clarity on whether his government was coerced through necessity.
As for rebelling on grounds of only the military being allowed to vote is just, we will have to differ on that matter, but perhaps the above problem can be given an answer.

Perhaps in the end the American problem can be solved through elections, though we must admit we have no idea how two such different systems could work together. For now we simply believe that the cease fire should continue, and that the Washington government should stop the atrocious use of chemical warfare. We object to the grounds of the blockade not because of any military value to the USA's western ports, supplies could easily go through elsewhere if we were even sending them, which we are not because they are at peace. The issue is one of breaching their territorial waters, a thouroughly Brazilian gesture of peace and attempt to create reconciliation if there ever was one.
Militarily speaking the Vinnish movements on land are far more worrying, but in that regard Vinland is perfectly within its rights.
 
Yes, in fact, Japan CANNOT use a lot of China's manpower, and that's where a large amount of the "missing" population is located.
 
Peru should remove itself from this internal affair, as should the remainder of the Pacific Accord. The western portion of the United States is federal territory currently under the occupation of a madman, and by the Grace of God he will be defeated and his fiefdom extinguished.

The Pacific Concord does have vested interest in the region. If your government had taken the time to review the recent developments of the former western territories of the United States of America, then they might have noticed that these former territories are now the site of four new nations. Your people are historically famous for saying that a man has the right to determine his government, yet now you are so quick to tell him what that government should be, so quick to oppress what you claim to be is "a fundamental right." The Republics of Jacksonia, Florida and Aztlan have received no guarantee that this "Second Union" will respect their sovereignty, and thus, the threat you pose these members of the Pacific Concord far outweighs the threat Gen. Wallace poses, who has show he is willing to acknowledge and recognize the sovereignty of these nations.

Recently, there has been discussion regarding domestic monetary policy in the Grand Republic of Florida. Economic thought has suggested that the gold standard is not only an antiquated system but one that prevents greater monetary control over a nation's respective economy, which could potentially be used in a manner that could better promote economic stability and growth. Our legislature has been considering abandoning the gold standard and forming a central banking system based on fiat money. The central bank would be responsible for controlling the money supply via its authority over the banking system. This central bank would be responsible for not only printing the currency, but controlling the general money supply. The central bank would have two mandates: first, to promote price stability; and second, to promote full employment. This could result in better livelihoods for the members of the economy.

Furthermore, a central banking system would likely result in closer ties between our two nations, if we chose to jointly adopt a central bank. Our citizens would have more access to each other's economies, with the shared currency. And we could better practice monetary policy that would mutually benefit our respective economies. Therefore, we would like to propose that Jacksonia and the Grand Republic of Florida jointly charter what could be called the Columbian Central Bank, to promote stronger economic access and economic stability in our respective nations. Part of this would be the adoption of a common currency, what could be called the Columbian Dollar. What say you to this proposal?

This would change our country's stance to the point that we'd strongly encourage Denver and the Concord to be in favor of free and fair plebiscites in both Denver and Washington's territories for the adult male populations, that the populations of both polities determine what polity and form of government they wish to belong to. Perhaps the vote would keep the split or unite under either of them, or if indeed they so desire, a number of other polities, such as the Great Lakes Republic for example (currently split along unnatural lines, attacked by the UAR mercilessly and joined by necessity to Denver just like the Fedgov was mercilessly attacked by the proles and forced to seek refuge with the UAR) and/or a hypothetical Republic of the South should the population of the past Fedgov remnants be of a different mind than their northern neighbors. The recent free elections and pro-independence party choices of the populations of Jacksonia, Florida and Aztlan already prove that their populace do not wish to return to the old configuration, so their independence should be recognized regardless, but it would be a very welcome step.
This may seem like a militarily unfeasible decision, but if there is unity in North America the proletarists will not last for long.

However, we doubt either Denver or Washington would be willing to approach such a compromise. The difference is mostly that the purely defensive regime of Denver is somehow hated by a number of Brazilian-inspired governments for not being fully democratic whereas the rabidly aggressive Washington is given carte blanche to overrun their foes and gas their enemies.

With regards to the American Question, Argentina currently endorses the Second Union. Not only does it aspire to restore the hallmarks of true democracy in North America, it is the direct successor of the previous internationally accepted government in Washington. The ATA has never been so accepted internationally, merely a collection of allied TERRITORIES under the command of military governors, out of direct control of the government in Washington. Now that that control has been restored, failure to remain a part of the United States is a breaking of Gen. Wallace's previous statements, and a breaking of every oath to the United States that its' military officers pledged to their President.

The Spanish Emperor may claim over and over again that the Republicans are in rebellion, but seeing that they are the elected government of the Empire; it would seem rather that the Emperor and his military cronies are the ones in rebellion. I believe that the Spanish Emperor was a member of the Republican government no? This civil war has nothing to do with proletarism or anti-Catholicism as some would propose, but a naked power grab by the worst kind of absolutist.
