2) The ratification of the Friedman proposal does not require Sardinia to act in any way, considering Sardinia is already at peace with the Italian Republic and was never at war with Naples.

And this is precisely why we oppose the current border proposal of the Friedman plan. It leaves the Holy See too weak to resist outside secular attempts to intrude into the sovereign affairs of the Church. Naples threats merely reveal the veracity of our entire reason for opposing Italian Nationalism in the first place, and for now opposing the border distribution proposed by Brandenburg.

It is hardly "for the greater good" to have some secular power in Italy control the Church!
 
The nation of Brandenburg will point out nations such as Brittany and Flanders who have disavowed military conflict have been able to avoid it. Perhaps it is time the Papacy should concern itself with affairs of religion, not of secular and political matters
 
The affairs of religion are intimately intertwined the issue of the independence of the Church, something that can not be maintained if we are dominated by a united neighbouring Italy. If we were to condemn Italy for a war of aggression against say Sardinia, what is to stop them from dominating the Church and silencing its voice to end the inconvenient of a papal condemnation, if we haven't go the strength to oppose them in the temporal sphere. The Church requires the temporal strength to resist such attempts to subject it to the state, and the Holy See will not willingly weaken itself so far as to be at the mercies of another entity.

These arguments are self-defeating at best, and it is in our opinion that many of you fail to grasp the situation at hand. It's not a question of wether or not you want the Friedman Proposal to come to fruition, more over, how easily you're going to allow this to happen. It has already been determined that, for the sake of general peace in the Italian peninsula a mostly unified Italian state is ideal, and one that is chosen by the people through a plebescite the most fair way to go about this. Selfish, or greedy wants of reactionary governments should not stand in the way of the will of the people. The Papacy should be focused on concerning itself with spiritual matters, not political ones, as it is, and we frankly couldn't care less if you feel you've been politically marginalized through the proposal.

If you would stand down and agree to the border distribution then I am sure, if we ruled the Italian State at least, that Italy would agree to a defensive pact at least, if not a full on alliance, with the Pope and Rome. There would be no reason for Italy to attack the Pope, and I have advocated for you to be guaranteed Rome so why would you be against us?
 
Because the pope demanded we declare war on Naples with the treaty of Florence. Now that the treaty has been canceled by the pope we will answer the call of the Italians under his fist in other methods.

Let it be known. The republic attempted to peacefully release the Italians under the papal fist, but it is, as always, some reactionary absolute ruler, who is afraid for his money and power, that cancels the treaty. The Italian Republic will not stop until the will of the Italian people is fulfilled.

In order to reach their will, a unified Italian state, in which all Italians are free to state their opinions and vote their rulers we agree to surrender to Naples on one condition. That as soon as the two states unite there will be elections to decide the future of Italy. This elections will allow the republican party and the absolutist party to run peacefully for the control of Italy.

No other deal will be accepted. Only the will of the Italian people may decide the future of Italy and the republic is willing to disappear if it the will of the people.
 
If that is what the Italian Republic desires, accept the Friedman Proposal. If so, the Italian people, not their states, will decide who will rule over Italy
 
We obviously accept it even while we still find a problem with it.

Why should the Italians in Rome not be a part of this new era and continue to be battered by the papacy?

We urge strongly that a ceasefire be put into place between both Naples and the Pope and the Republic and the Pope, so that all parties can discuss a fair and amenable resolution to this without any hurry next year, without any further bloodshed. There is no particular need for the Friedman Proposals to take place this year, and if there is no agreement next year than the participants can nevertheless go back to war again, but nevertheless we should have more than this cursory attempt at peace negotiations before continuing the war.

If the war stops, it is not unlikely that it will be possible to hold this referendum next year; but if the war continues, then it will just make it difficult to resolve; and moreover it is in any case very peculiar holding the ceasefire and the referendum in the very same year. A year should be allowed to elapse in any case for the citizens in Italy to calm down after such a devastating war.

The first problem in the Italian situation is the pope. The pope refuses the acknowledge the wishes and needs of his citizens, who are interested in joining a unified Italian state (republican or Neapolitan). The pope needs understand that his temporal realm no longer has any meaning and that the papacy need not the protection of being a whole state. No one, after all, is interested in controlling the pope by force, especially not the republic, who has no interest in religious matters.

The second problem is the existence of the three blocks. The Neapolitan block, with venetians, who has many supporters for the absolute monarch of Naples. The second block in northern and central Italy, with the support of the austrians who hold Venetia, supports the republic to control Italy. The third block are the Sardinians who wish for things to return to the way they were, which is obviously impossible. I will ignore that third block for the continuation of this essay.

The problem is the existence of two highly supported states that are attempting to unite Italy. One is the republic a free democracy, who is interested in having elections as soon as possible, and Naples, an absolute monarchy with no private freedoms but that have shown interest in democratic changes.

That is why elections in Italy, with obvious complete disregard to the papal states as a state in control of central Italy, are the only solution. Whether Neapolitan or republican parties win, the democracy will be upheld as it is the interest of both sides. The majority of Italians will decide the form of the Italian state, a democratic republic or a constitutional monarchy (obviously not an absolute one).

The only problem with such elections is that in the event if a Neapolitan victory the governments of Austria and Franco-burgundy may not feel right to surrender their Italian populated lands to a known enemy of the state. But that is a smaller problem that canbe solved diplomatically has already been proven by us.

Now it's time for elections. With or without Naples.
 
There should in any case be at least a year's delay between the end of the war and the elections. Otherwise, the elections can hardly be expected to run smoothly and to be completely fair, and hurrying the elections is completely unnecessary.
