The first problem in the Italian situation is the pope. The pope refuses the acknowledge the wishes and needs of his citizens, who are interested in joining a unified Italian state (republican or Neapolitan). The pope needs understand that his temporal realm no longer has any meaning and that the papacy need not the protection of being a whole state. No one, after all, is interested in controlling the pope by force, especially not the republic, who has no interest in religious matters.
The second problem is the existence of the three blocks. The Neapolitan block, with venetians, who has many supporters for the absolute monarch of Naples. The second block in northern and central Italy, with the support of the austrians who hold Venetia, supports the republic to control Italy. The third block are the Sardinians who wish for things to return to the way they were, which is obviously impossible. I will ignore that third block for the continuation of this essay.
The problem is the existence of two highly supported states that are attempting to unite Italy. One is the republic a free democracy, who is interested in having elections as soon as possible, and Naples, an absolute monarchy with no private freedoms but that have shown interest in democratic changes.
That is why elections in Italy, with obvious complete disregard to the papal states as a state in control of central Italy, are the only solution. Whether Neapolitan or republican parties win, the democracy will be upheld as it is the interest of both sides. The majority of Italians will decide the form of the Italian state, a democratic republic or a constitutional monarchy (obviously not an absolute one).
The only problem with such elections is that in the event if a Neapolitan victory the governments of Austria and Franco-burgundy may not feel right to surrender their Italian populated lands to a known enemy of the state. But that is a smaller problem that canbe solved diplomatically has already been proven by us.
Now it's time for elections. With or without Naples.
