Japan = 24
Poland = 3-3=0 (ELIMINATED) - Very weak depiction of Poland. Deserves to go.
Rome = 19
Russia = 2+1=3 - Lets save Russia! It shouldn't go before Greece and Poland. And Poland is out...

I don't think Arabia is quite that far ahead of America, Spain, and the Aztecs (I would put them ahead of Germany and Japan though). The Last Prophet means that when you do found a religion since it's most likely going to be the last one it is just going to have all the throwaway pieces that no one else wanted which is less than ideal for representing one of the world's largest faiths, even if your faith building will be buffed slightly it most likely wont be the faith building of your preferred victory type. As well while I do like Saladin as a general I would've preferred a more esoteric pick for leader or at least an Abbasid caliph as they were the longest lasting of the caliphates.

I've already given my answers on America. In America!

America = 22
Arabia = 23
Australia = 1
Aztec = 21
Germany = 21
Greece = 5 (8-3) - if they wanted to use Greece for multiple leaders, fine. But it could've been executed much better without the not-so-relevant Gorgo and Pericles portrayed like Solon.
India = 14
Japan = 24
Rome = 19
Russia = 4 (3+1) - out of threshold once again. I'm more than okay with this version of Russia. More encompassing than the proposed espionage versions, which really cover only Soviet and to an extent modern Russia.
Spain = 22

America = 22
Arabia = 23
Australia = 1
Aztec = 21
Germany = 21
Greece = (5-3)=2 I don't care much for the approach to Greece, I find Gorgo's ability boring to be honest (and Gorgo herself), getting culture from killing people, was that Spartan culture all about?
India = 14
Japan = 24
Rome = 19
Russia = (4+1)=5 I don't mind the Lavra being their district. Russians are and were pretty religious.

Compared to the others on this list India is a tired meme machine rather than a well-represented civ. Gandhi must go.

Styling themselves after late Rome to a degree, religion is indeed a significant part of Russia's history even if that isn't a common first thought. This iteration of them is a less focused part of them in previous civ games, but it fits. The UU and Peter's agenda make sense too, I don't get the hate. This should not be near the next civ to go.

Russia = 3 (6-3) Should not be a religious Civ.

Russia should be 3, not 2

America = 22
Arabia = 23
Australia = 1
Aztec = 21
Germany = 22
Greece = 2
India = 11 + 1 = 12 (Upvoted for the music, the cool improvement, and the cool civilization bonuses that definitely smell like India (which is almost always associated with faith and/or huge population in the popular and historic imagination)).
Japan = 24
Rome = 19
Russia = 3 - 3 = ELIMINATED (I'm sorry, but putting Peter as leader of a religious Russia in Civ VI simply makes no sense. This is about the depiction of the civilization as a whole, and the anti-religious Peter the Great is part of this depiction, counteracting and undermining the rest of the Russian religious portrayal. Russia is not known for its religion even if it has a strong Orthodox connection in some ways; for that reason we will almost never see a religious America even though American missionaries are numberless and vast indeed in this world, was founded based on religious persons fleeing persecution, and the nation itself remains oddly more religious than many European countries. Russia having a religious focus definitely makes *less* sense than it having a foreign intelligence or science focus.)
Spain = 22

America = 22
Arabia = 23
Australia = 1
Aztec = 18 (21 - 3) The Aztecs would be a great choice for a civ focused on fighting wars for tribute, captives and glory, but the luxury bonus makes them more of a standard conquest civ.
Germany = 22
Greece = 2
India = 13 (12 + 1) Unique and flavorful religious play.
Japan = 24
Rome = 19
Spain = 22

America = 22 - 3 = 19 As an American I kinda feel this doesn't reflect the country
Arabia = 23.
Australia = 1
Aztec = 18
Germany = 22
Greece = 2
India = 13

Japan = 24
Rome = 19 + 1 = 20 Same comment as earlier.

America = 20 = 19+1 As an American I feel this does reflect the country
Arabia = 23
Australia = 1

Greece ELIMINATED (3-2 = -1) Its time has come.
India = 13

We're into the best of the best now. I'm having trouble voting down anybody at this point.

America = 20
Arabia = 23
Australia = 1
Aztec = 18
Germany = 22
India = 10 (13 - 3) India's representation is good, but it feels too standard. They've gotten away with Ghandi and elephants for too long. There's far more to India than that. This should be one of the first civs to get a new leader.
Japan = 24
Rome = 21 (20 + 1) It's all been said. At this point, we hardly need to justify the upvotes.
Spain = 22

Yes, it's getting hard to choose now. (except for Australia, which someone should finish at some point)

America = 17 (20-3) It's probably the best America we ever had in a civ game. But I think it lacks behind the others that we have left here.
Arabia = 23
Australia = 1
Aztec = 18
Germany = 22
India = 11 (10+1) Quite a good representation imho. Only Gandhi doesn't perfectly fit here. It needs my vote more than Spain and Arabia of which I think they are the best done.
Japan = 24
Rome = 21
Spain = 22

America = 17 - 3 = 14 (I'm also going to have to downvote my home country. I like that they added Teddy but too much focus on culture. America has a lot of pop culture influence and lots of visitors but a tourism victory just doesn't feel right for them. Production/military focus makes the most sense to me)
Arabia = 23
Australia = 1
Aztec = 18
Germany = 22
India = 11
Japan = 24
Rome = 21
Spain = 22 + 1 = 23 (Right mix of religion, exploration, and conquest)

America = 14
Arabia = 23
Australia = 1 - 3 = ELIMINATED Where are the Aborigines (didgeridoo in the music doesn't count)?
Aztec = 18
Germany = 22
India = 11
Japan = 24
Rome = 21 + 1 = 22 All roads lead to Rome and Trajan is perfect for that
Spain = 23

America = 14
Arabia = 23
Aztec = 18-3=15 - Aztecs were known for sacrificing their captives to their gods, not taking them as builders. And why can they speed up the districts building with builders? And why does Montezuma have the luxuries agenda? They deserve to go now.
Germany = 22
India = 11
Japan = 24
Rome = 21
Spain = 23+1=24 - Treasure fleets? Feels Spanish. El Escorial? Feels Spanish. Conquistador? Feels Spanish. Mission? Ok. Philip II? Fine. His agenda? Good. Their only problem is the bull in their in game flag, but that may be the only flaw of their civ. Well depicted.

America = 14+1=15
Arabia = 23
Aztec = 15
Germany = 22-3=19
India = 11
Japan = 24
Rome = 21
Spain = 24

America is American, everything about it is American and expresses the culture and mindset of America extremely well in all of its facets (culture, rapid governmental shifts, manifest destiny, air superiority, cowboys, etc) without overemphasizing any one aspect like Civ 5's "Louisiana Purchase" America. As for Germany it really overdoes the Holy Roman aspect to the point where it feels more Holy Roman than German, with only the U-Boat and arguably the Hansa there to make it more German, and no one uses the U-boats so really it's all up to the Hansa to make this not a Holy Roman civ.

America = 15
Arabia = 23
Aztec = 15
Germany =19
India = 11
Japan = (24-3)=21 Hojo looks like the movie depiction of him rather than the most historical portrait (who looks more like a monk). Meiji Restoration and Electronics Factory are only reflecting later Japan...idk I just prefer earlier Japanese history to later...
Rome = (21+1)=22 I love that Trajan is the Roman leader for the first time in Civ (enough of Julius and Augustus!), Baths seem like a decent unique district (though I prefer it be called Thermae), the abilities do make it feel like Rome...though it could use a bit more militarism
Spain = 24

America = 16 (15 + 1)
Arabia = 23
Aztec = 15
Germany =19
India = 8 (11 - 3)
Japan = 21
Rome = 22
Spain = 24

Strong culture is an excellent - and far better - interpretation of the US than we usually get, though some type of production bonus would be even better. For some reason Ghandi is still the leader of India - a vast country with an enormous history that wasn't well depicted in either Civ V or VI. The weakest of the depictions left.

America = 17 (16+1) I like the UA
Arabia = 20 (23-3) the choice becomes harder, but science advantage does not quite fit and this has nothing to do with the belief
Aztec = 15
Germany =19
India = 8
Japan = 21
Rome = 22
Spain = 24
