America = 9 = 8+1 Reasons have been stated before.
Arabia = 10 = 13-3 Down-vote mostly as an extra up-vote for America. Trying to get this voted out before America.
Germany = 5
Japan=19
Rome=19
Spain=22

Arabia = 10 + 1 = 11 for the reasons I stated earlier

Rome=19 - 3 = 16 I feel like the free monument doesn't fit Rome, as Rome never was a cultural power

Germany = 6 (5+1) for me, they would be 3rd place (behind Spain and Arabia)

Rome=13 (16-3) Missing military strength. And a tactical vote to bring them down closer to Arabia's level. I like all that are left, but I think Rome is the worst depiction left.

America should outlast the Holy Roman Germany, non aggressive Rome, and Bad Religion Arabia, but not past Spain. Downvoting Japan for the first time since its abilities seem a bit more historical happenstance than anything they actually tried to do. They didn't build compact cities because of efficiency, they did it because there is extremely limited space on their home islands. Same goes for fighting on the coast, while most of their battles were near the shores it was mostly because, again, they were on an island and mostly fought other Japanese clans thus by default the fighting was going to be near the coast.

Japan=(16-3)=13 Reading Returning Lurker's critique of Japan, I agree. What does building districts closely have to do with the real Meiji Restoration? Were the Japanese that much better than other Civs in fighting on the coast? Electronics Factory doesn't seem too unique, maybe it should have gotten a Japanese name. Plus the usual stereotypical Samurai.

Rome is a + because it reflects pretty well their strenght in infraestructure. And they were culturally powerful - maybe not so much out of Great People or Great Works, but out of the infraestructure they built and the "civilized" lifestile they projected. So that extra monument is really ok.

Spain gets a - because, as commented in my previous post, after praising the portrayal, there is a need to punish that silly bull icon... (if the bull was decided, better take one that looks Spanish and not out of a rodeo or a ranch). And, nevertheless, they still keep advantage.

Rome = 11 (14-3) ALL remaining are good depictions of their Civs. Its all about personal choice now.

Arabia = 12-3 = 9 How is no one mentioning the fact that an Egyptian is representing Arabia? And how the capital city of Egypt is in there rather than an important city of the Caliphate? (Baghdad or even Civ5's Mecca) Or how Saladin is less of a nerdy scholar and more of a macho general? Deserves to be an alternative leader for Egypt instead

Rome = 11+1= 12 Building roads as the first move to rule over the newly conquered land is historically accurate. Romans were obsessed with architecture so a free Monument is a nice bonus. Legion and Baths follow a very Roman theme.

Legion and Baths follow a very Roman theme. How do you figure Rome wasn't a cultural power? Latin is the base for many European languages. Rome built cities, roads, amphitheaters, arenas and baths from England to Jordan and from Germany to N Africa. If that isn't a cultural power house, I don't know what is.

Rome = 13 + 1 = 14 (Good combo of culture, road building, and military might, this Rome is not just the mililitarized builder of Civ V)

Spain = 13+1=14 - Leader fits. His agenda fits. Abilities fit. Unit fits. Improvement fits. Deserves to win? It surely does.

Arabia = 10 (9 + 1) We can quibble over the name, but ability-wise, everythingcomes together perfectly to create acohesive civ built around a late religious push and a strong medieval science focus.
Japan = 13
Rome = 11 (14 - 3) I like the legions, baths and roads but still can't get behing Rome being the premier civ for hyper early peaceful expansion.

Japan = 10 (-3) gave it an upvote earlier, but this field is tougher.
Rome = 12 (+1) what's this about "peaceful expansion"? Doing only that is a waste of civ 6's version of Rome's potential. Rome is also a top early conquest civ, the monuments wind up accelerating them either way and serve as a push for early governments (theme-appropriate) and as a small nod to Roman architecture. This nation is overrated historically but civ's depiction is pretty reasonable. Legions + very early oligarchy + great general (which you often don't have much trouble getting with faster government) allow you to start beating on cities with unit strength closer to late medieval...and this isn't a conquest civ :p?

Arabia = 5 (8 - 3) While maybe Arabia under Saladin is depicted well, this doesn't do a great job of depicting the Calophate as a whole.

Japan = (10-3)=7 Don't get Meiji Restoration ability, Electronics Factory doesn't seem unique enough, and Samurai are cliche

Spain = (14+1)=15 I feel like the abilities, leader, and uniques all make this Civ feel very 1500-1600s Spanish empire-ish
