I'm going to ask a (probably stupid) question that may have already been asked: the Leader Pass says it's free for those who own all the DLC, but I don't own that Cat Scout thing. Does anyone know if that's officially considered "DLC"?

It's actually not a stupid question, probably. I'm in the same boat. I hope not either but if that's the case I'll just get it and then hopefully disable it in game.
Edit: Looking at Steam it shows that I already own everything in the Anthology, so I think we should be good.
I'd do unspeakable things for a Grace O'Malley-led Irish civ. As for Scotland, I think Mary Stuart would fit the "Big Personalities" guideline best, though what her ability would be and how it'd fit with the rest of the Scottish build are beyond me at the moment.

The Scout DLC is not part of the Anthology, so it makes no difference.

Honestly, I'd love Mary Stuart in the game with Elizabeth. She could come with her own Loch Castle unique improvement, basically a fort that must be built on a lake tile that adds culture/tourism late game.

I think I'll just rename Vanilla Saladin Harun Al-Rashid and rewrite his lines. There are no depictions of Al-Rashid and he already looks like Al-Rashid from Civ V. Besides, it's not like I understand Arabic, so whatever he's saying won't break immersion.
