We were all wrong and IP stands actually to Infinite Powers. There are so many in the game... Albeit I guess with different ones for each age, and with they doubling as barbarian camps, there is likely a lot more per run than there was city states in 6.
Retroactively, it isn't that odd to see more independent powers. The Suzerain bonuses are chosen for them by the player, meaning that any IP can give any Suzerain bonus, which are less grounded in their history.
So yeah, you can have significantly more IPs, but every IP is more or less equal.

Ok a really tiny update: turns out the Champa IP are actually called the Cham, and their settlement is... The whole Champa kingdom? I mean is not like we don't know specific city names of them so that's odd

Wasn't it founded by the Medes? So it could be Hamadan of the Medes. I think I remember hearing that the Sassanids are also an Exploration IP, so maybe this could be their city as well.
I think it's great that independent peoples can conquer one another and form micro-empires, but it's quite frustrating that they disappear when the age changes.
