They treat the negatives with specialized chemicals in a much longer and expensive process to bring out color.
 
They had color photography in 1912. Experimental methods of taking color photographs began in the 1840s, although they were not very good until the early 20th century.

I suspect that those photographs were made by Sergy Prokudin Gorskii, one of the pioneers of color photography who toured tsarist Russia from 1909 to 1915 making a photo documentary. The color photography technique he invented relied on combining three different monochromatic photographs taken in quick succession using different color filters.
