I did create one on Excel long time ago, complete with coordinates etc. I’m not sure if I had published here or not haha.
 
This is the DoC Atlas that I created long time ago, few months after the reworking of Scandinavia.

I could add the resources, coordinates, and spawn-flip tiles etc around 1 week from now after my final exam done.
Conforming what mrrandomplayer says, using Atlas like this is easier for modding imo because due to advantages of Ms. Excel, I can just write any notes in any tiles, and copy it later so I don't forgot.. just like pin a sticky note on a real map haha. Programs can't do this, you can just view the flip areas but it's kinda hard to modify if you don't understand the basic.
 
Whoa, I completely forgot how much work you put into making this look good!

If the offer's still on the table, that'd be a fantastic resource. (Great job so far; I honestly didn't realize you could do so much with excel).

Another general query: now I'm playing China, and the first thing I notice is all of the new civilizations surrounding me. How much will they take away? Specifically, I'm looking at the spawn zones for Khmer -- in vanilla Rhye, I usually settle Hanoi as my southern border, but in this modmod, that's listed as a 'foreign' tile, so I'm not sure if it'll be flipped when Khmer pop up. My other question is Korea: is it safe to assume that cities I settle is 'Historical' tiles won't be flipped? I planted one city in Manchuria, on the left side of the river -- is that safe?

Hanoi does not flip. Unsure about the city in Manchuria but I dont think so.
 
There are exceptions to this rule, but usually only contested and foreign core tiles can flip.

The exact meaning of the tile stability types is documented in the civilopedia by the way.

But tiles aren't listed as core until that civ spawns, so there's no way to know if a not-yet-born civ will flip a given tile.

I suggest using a system implemented in RFCE++, where upon holding Shift you get a box when you hover over a flip zone. The code is there, only need to copy that.
 
I really wanted Canada to be implemented into this mod.
Spawn Date: 1791 (Creation of Upper and Lower Canada under Constitution Act in 1791)
* AI Britain should establish Saint John's, Newfoundland (not St. John Newbrunswick) because it is "considered to be North America's Oldest City" according to Wikipedia and it was the first English Settlement in North America.
Filp Toronto and Quebec (find Ottawa on spawn spot? *2E of Toronto)
(York Factory and Saint John's are still gonna be part of Britain. The player needs to somehow obtain it to satisfy UHV 1 and UHV 3b (through *trade* or warfare))

Here are some UHV suggestions:

UHV1: control/obtain at least 5 fur resource by 1850 (based on fur trade in Canada)
UHV2: John A MacDonald's dream: built a road/railway? from Vancouver to Halifax/Quebec by 1885 (To make this UHV doable, independent city such as Winnipeg would appear in 1811 (Red River Settlement) and Vancouver (1824 - Fort Vancouver)
UHV3a: Do not lose any city before X year (war with natives(North West Rebellion) or war with USA (War of 1812) or Quiet Revolution/October Crisis in Quebec) *For some of these historical events you can spawn barbarians at a certain period of time in the appropriate area*
UHV3b: Make sure no other culture exist in the Canada region in 1949 (Canadian Identity) (no USA/ no independent/barbarian or even British influence) (Newfoundland joined Canada in 1949) * in order to make this UHV more challenging, AI Britain should keep St. Johns, Newfoundland in which the player can either get it by force or by trade..*
UHV3c: Have friendly relationship with the US

UB: Hockey rink (replace amphitheater)(+4 culture per turn, +1 happiness per 10% culture)
UP: Have +2 attitude with all nations? (so less likely to get into conflicts)
UU (1): peacekeeping force (replace spy?) (Lester Pearson suggested this to the United Nations in the 50s/60s)
Can force other nations (most likely US) to stop war on Canada through negotiation (pay gold/map/city etc) (rather than "REFUSE TO TALK TO YOU") * This can be a special spy mission for Canada * player need to have the peacekeeping force in one of enemy city to perform it....(require x amount of espionage)
UU (2): Avro Arrow (replace fighter jet?) (was the fastest fighter jet at its time)
(+1/2 movement extra than normal fighter jets) Good for traveling long distance such as from Vancouver to Toronto in 2 turns???

the city placement for Edmonton is wrong. Edmonton should be located 2 spaces up Calgary in the hill space surrounded by mountains NOT 1W of Saskatoon.
Oh by the way how do you add a screenshot? I got screenshots but I don't know its URL???
 
I have downloaded the file, put it on the MODS folder but this modmod does not work. Can someone help me pls?

Did you update BTS to 3.19?
 
Alternatively, put it in the Mods folder ;). Look at "Program Files (x86)" under Local Disk... well, you can see the rest so I don't have to type it. The part outlined in orange might be a bit different for you, but one can get the idea.

If you can't do that, then yeah, try launching from public maps.
