Actually from what I have heard the average Aladdin isn't very happy with the withdrawal. While they don't like the troops and want them to leave, they don't want them to leave already. The "Tagesschau" (public and most watched German TV news) reported so at least.
Let's not forget the continuing persecution of what used to be the major political party in Iraq. So you really can't claim the puppet government is "democratic" in any sense of the word.
It's not just the Baath party that's excluded. It's also people who used to be Baath party members but quit during Saddam's reign, damaging their careers at the time, and recently tried to run against al-Maliki's party. al-Maliki & friends stacked the deck for the election by excluding all the opponents they could find half a fig-leaf for excluding, and still lost the election. And still, having lost the election, are trying to prevent the winning party from forming a government.
No democracy, but yes stability. al-Maliki may be PM for life, or at least will achieve effective one-party Shiite religious rule for quite a while to come.
