Sylvester Rivera looked over the Justown Herald with a look of contempt. "This Church of Christ our Savior," he said calmly. "Is going to be a problem."
Rivera threw the paper on his desk in disgust. He leaned back in his chair and ran his fingers through his thick dark hair. "A nutjob theocracy won't be good for us if we attempt to move into Justown.
"True," said Rivera's right-hand man, Ex-Police Seargent Derek Ji. "But they can't play Robin Hood forever."
"I don't want them playing Robin Hood at all, God damn it!" Rivera shouted. "And not just because I don't want the damned church to control the city. If Justown gets too friendly with the rebels, what will happen the next time the Army takes a walk through town?"
"So you have the best interests of the town at heart?" Ji gave a slight grin.
"Mostly," Rivera said. "I just want to end this damned rebellion, and anything that Clarke does will make things worse ten years later."
There was a long uncomfortable pause, as Rivera stood up and walked over to the window. Militia and peasents were being drilled by a woman with shoulder length black hair. Ji walked over to the window and looked down at Rivera (Ji wasn't nicknamed the Tower for nothing.)
"I assume you have a plan, then?" Ji asked simply.
"Nothing overtly special," Rivera added. "But a plan nevertheless..."

*Use the fishing boat to fish.

*Use 3 of our trucks to get most of the fish to the market to sell. Make some into delicious sandwiches to also sell.

*The mercenaries should guard Captain Al. 3 trucks should be in his motorcade whenever he moves.

*Our neighborhood council should watch for military movements by the Federal Government or or by any others and report to us.

*Our militia and 4 of our trucks should mostly be working to keep drugs and guns off the streets of Citana by any gangs to keep us endeared to the population. They are obviously not to be uniformed so they can act independently within the city and not be seen as an invasion force by the government. More like an independent and secret police force under Al's authority. Give them a hand signal and a secret phrase: ("I'm with the industry") so they can denote each other.

*Don't directly fight any government forces, but if we find any sort of government soldiers or officers abusing their position at the cost of the civilians, get them alone and take them out if possible. If we can't get them alone, or we find the abuse by the government is too large scale for our small force to handle, don't do anything against them yet.
 
EQ can I use my money to buy economic right to mines and farms in order to have an income?

-War breaks out in the town! New rules have been added to the front page, involving city loyalty and stats. Also, I have beefed up the starting heavy equipment of the federal government.

I will say this, legitimate sources of income, which aren't criminal or military will take much longer to accumulate. The choice is yours: quick and easy, but people hate you, or patient and difficult, but you gain the support of the masses.

@warman: You could probably make pot on a large scale, but nothing else grows that well, so sorry.

@Terrance: I'd love to include the United Banana Workers, but are you actually NESing? It'll not be worth my time or anyone else's if you're just posting diplomacy without actually following up anywhere. Please, send me a private message, or change your signature, I'd just like to know what exactly you're up to with things.

Please have the name of your faction in your orders, it makes my life updating much easier.

@Vertinari: I'm afraid that the sort of sophisticated stuff is quite impossible. Mercenaries are better armed and organized, but only armed within their own standards. The thing about mercenaries is that they'll all possess their own equipment and therefore will rarely be standardized, and even if you did decide to buy that stuff for them, a mere 250 Credits won't buy it. The money spent has instead been banked. Also technicals are locally collected trucks which have been rudimentarily armed and equipped. Camouflage is reasonable, but don't expect too much from them.

I'll repeat: DO NOT underestimate the power of the central government.
