IIRC the abdication of Nicholas II was more a case of everybody disliking him.
The next government armed the Bolsheviks, that's where it went wrong.

You can't see the garrison because the terrain thingie next to the minimap is ticked, it lifts the fog of war but makes all units invisible.

Plus, he used the Chichen Itza wrong. It's supposed to raise defenses in your cities, not provide a set of stairs up the city walls.

That looks to be a necessity. He clearly forgot about installing gates.

Indeed though all he had was a a few swords facing my curs. Swords With a upcoming reinforcment of chariots and horse archers.(Yep those reinfocments should benefit from chitzen itza )

Also Chichen Itza and the great wall were built centuries before he had any strong enemies(Isolated small continent, few barbs. But thats not all, his Church of The nativity is useless without anyone to spread christianity too. His AP is useless without anyone to participate in elections, his Atremis is of low value if its only boosting the weak internal trade routes rather than strong foreign ones. He had all of this centuries before he met anyone. Despite his civs abilites for rapid exploration and expansion he instead he wasted his captials production on low to useless wonders.

The result of his brilliance.
