Guess the map 11: New map at least once per year

Maybe not intended, but this is it.

Red: Euthanasia illegal
Green: Passive euthanasia (e.g. removal of life support) legal
Yellow: Physician-assisted suicide legal
Blue: Active euthanasia legal

In Germany physician-assisted euthanasia became only legal in 2014, and I must have forgotten it. I remember that before, people who'd like to have euthanasia would travel to Switzerland or the Netherlands.

The only country on the map which is probably rightfully grey is the Vatican, because I'm pretty sure they don't have any laws regarding this matter, because nobody would even think about it.

Physician-assisted suicide normally means that your doctor organizes some poison for you, which you then consume yourself. The doctor is not allowed to administer the poison, that would be active euthanasia.
So if you're e.g. paralyzed, and you want to end your life, you'd need active euthanasia, with the help of the doctor, and you can't do that in Germany or Switzerland.
This requires active consent though. E.g. you can't request to be euthanized when you reach a certain level of dementia, or at least that was still illegal 2 years ago in NL.

You can now since some time make a special will in NL in which you declare you want euthanasia when you are so dement that you cannot decide yourself anymore and indicate what degree of unbearable suffering is taken as decision ground.
When that has happened a whole set of checks take place from family, GP and geriatric experts.
=> the laws are in place and we will now be for several years in a phase where we as society are learning and I guess we will see over the years tweaks regarding procedures to get all elements of considerations alligned to the intentions of the laws in place.

This map is tricky, there's some correlation with wealth, but Venezuela and Bolivia coming out ahead of Canada, Norway or Japan makes little sense. I'm focusing on outliers like how Croatia (I think) is red, and how Senegal is green.

Is it related to university studies?
 
No, and not related to wealth either.

Hint: it's related to laws.
