If I'm right, it explains the kind of unusual format the coloring takes on this map (i.e. not each polity in its entirety in simply one color, but rather streaks across the map).
I think it's the map that in the event of a nuclear war, only Oregon will be saved from fallout, due to potential city targets and prevailing wind patterns.
The direction seems to match prevailing wind directions
The density is similar to the density of nuclear power plants
(more in the north east coast and the spot near Seattle)

Yeah, based upon that observation I google-imaged for "nuclear power plants in the US map" and found the map several times over. It seems to be an old map for predicting where fallout shelters will be needed following a nuclear attack - attributed to the DoD but only found on blogs now.
