Urban dwellers associations or something weird like that. Afaik some native american settlements have their own special police force. Possibly also assembly powers etc. Possible also for aboriginals in Australia and similar in Guyana and who knows what in China (maybe the triads )

So the British had Uganda or Guyana in mind, the Nazis Madagascar, the Italians Italian East Africa.
The spots in the USA and Australia are more "private" attempts, let's say.
The region in China is Manchuria, and while the Japanese had occupied it, they wanted to attract Jews to settle there, because they thought they'd be incredibly rich.
And as mentioned in Russia, the Jewish Autonomous Oblast was supposed to be an Oblast for the Jews, although only minor amounts are living there today.
